<br />ORDINANCE NO. 117-86 <br /> <br />BY: Brown~ Gallagher, Graham, <br />McBride, Salmon, Wendling <br /> <br />AN EMERGENCY ORDINANCE to amend Section 135.ØS of the <br />Administrative Code of the Codified Ordinances of the City of Lakewood <br />to increase the number of authorized traffic guards and to provide for <br />a uniform allowance for traffic guards and other benefits. <br /> <br />WHEREAS, traffic guards for the City of Lakewood frequently <br />perform their duties in extremely inclement weather requiring the use <br />of many personal items of clothing, particularly during the winter <br />months, and <br /> <br />WHEREAS I school traffic guards receive no pay during the <br />spring and winter school breaks resulting in monetary hardship to said <br />guards, and <br /> <br />WHEREAS, as part-time employees, traffic guards have no <br />protection for loss of time as a result of on-the~job injuries and <br />their families have no protection from lost income in the event of <br />death of a traffic guard while in the line of duty, and <br /> <br />does not <br />personnel <br /> <br />WHEREAS, the present number of authorized traffic guards <br />permit the hiring and training of sufficient temporary <br />to fill temporary vacancies, and <br /> <br />WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public safety and <br />welfare and for the usual daily operation of a municipal department; <br />now, therefore, <br /> <br />OF OHIO: <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> <br />of the <br />follows: <br /> <br />Section 1. That Section l35.Ø5 of the Administrative Code <br />Codified Ordinances of the City of Lakewood, now reading as <br /> <br />135.Ø5 TRAFFIC GUARDS. <br /> <br />The Mayor, as Director of Public Safety, is hereby <br />authorized to employ not more than thirty traffic <br />guards to relieve or replace regular poLice <br />officers at school crossings, possessing such <br />qualifications as the Director of Public Safety may <br />require. Traffic guards shall not be regarded as <br />regular members of the Division of Police, nor <br />empowered with the authority or duties of regular <br />police officers, and shall not participate in any <br />of the benefits of the Division of Police. Traffic <br />guards shall be under the direct.ion of the Director <br />of puqlic Safety and the Chief of Police. <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br />135.ØS TRAFFIC GUARDS. <br /> <br />(a) Duties. The Mayor, as Director of Public <br />Safety, is hereby authorized to emplDY not more <br />than thirty five (35) traffic guards to relieve or <br />replace regular police officers at school <br />crossings, possessing such qualifications as the <br />Director of Public Safety may require. Traffic <br />guards shall not be regarded as regular members of <br />the Division of Police, nor empowered with the <br />authority or duties of regular police officers, and <br />
