<br />PLEASE SUBSTIT"TE FOR ORDINANCE PLACED ON FIR <br />READING FEBRLLI 2, 1987 AND ON SECOND READIN, <br />FEBRUARY 17, 1987. <br /> <br />ORDINANCE NO. 77-86 <br /> <br />BY:Chinnock, Gallagher, Graham, McBride. <br />Salmon, 'Wend] ing <br /> <br />AN EMERGENCY ORDINANCE amending paragraph (a) (1) and (b) and <br />enacting new paragraph (c) of Section 549.Ø7 of the General Offenses <br />Code of the Codified Ordinances of the City of Lakewood to prohibit <br />the sale, poss'ession and use of advanced martial arts training <br />weapons. <br /> <br />WHEREAS, the increasing popularity of the martial arts <br />throughout the country has resulted in the introduction of new weapons <br />specifically designed to cause physical and bodily harm, and <br /> <br />WHEREAS, in the hands of the general public, including those <br />engaged in criminal activity, the use of advanced martial arts <br />training weapons greatly increases the probability of the commission <br />of acts detrimental and injurious to the person and/or property of the <br />residents of this City, and <br /> <br />WHEREAS, the use of advanced martial arts training weapons <br />by unauthorized and untrained persons constitutes a substantial threat <br />to the health, safety and welfare of the general pUblic, and <br /> <br />WHEREAS, this ordinance constitutes an emergency <br />providing for the immediate preservation of the public health, <br />and welfare; now, therefore, <br /> <br />measure <br />safety <br /> <br />OF OHIO: <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> <br />Section 1. That paragraph (a) (l) and (b) of Section 549.Ø7 <br />of the General Offenses Code of the Codified Ordinances of the City of <br />Lakewood, now reading as follows: <br /> <br />549.07 UNLAWFUL TRANSACTIONS IN WEAPONS. <br /> <br />(a) No person shall: <br /> <br />(1) Manufacture, carry about his person, <br />possess for sale, sell or furnish to any <br />person other than a law enforcement <br />agency for authorized use in police work, <br />any brass knuckles, cestus, billy, <br />blackj ack, sandbag, swi tchblade knife, <br />springblade knife, gravity knife or <br />similar weapon. <br /> <br />(2 ) <br />(3 ) <br /> <br />(b) Whoever violates this section is guilty of <br />unlawful transactions in weapons. Violations <br />of subsections (a) (1) or (2) hereof is a <br />misdemeanor of the second degree. Violation <br />of subsection (a) (3) hereof is a misdemeanor <br />of the fourth degree. <br /> <br />shall be and the same are hereby amended and said section supplemented <br />by enacting new paragraph (c) to read as follows: <br /> <br />549.07 UNLAWFUL TRANSACTIONS IN WEAPONS. <br /> <br />(a) No person shall: <br /> <br />(1) Manufacture, carry about his person, <br />possess for sale, sellar furnish to any <br />person other than a law enforcement <br /> <br />1 <br />
