ORDINANCE NO. 12-88 <br /> <br />By:Brown, Chinnock, Gazzana, <br /> George, Graham, Wendling <br /> <br />AN EMERGENCY ORDINANCE to amend Paragraphs (a), (b), (c), <br />(d) and (e) and enact new Paragraph (k) of Section 313.10 of the <br />Traffic Code of the Codified Ordinances of the City of Lakewood <br />prohibiting a right turn against a steady red signal during school <br />hours and to amend Paragraphs (b), (c) and (e) of said section <br />prohibiting a right turn against a steady red signal at all times. <br /> <br /> WHEREAS, the Lakewo~d Police Department upon a review of a <br />survey conducted by the Department of Public Works, has recommended <br />that right turns against a steady red signal during school hours be <br />prohibited at certain additional intersections on Clifton Boulevard, <br />Detroit Avenue, Franklin Boulevard, Madison Avenue, and South Marginal <br />Drive, and that right turns against a steady red signal be prohibited <br />at certain additional intersections on Clifton Boulevard, Detroit <br />Avenue, and Hilliard Road, and ~ <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public safety and <br />welfare and for the further reason that the prohibition of right turns <br />at the aforementioned intersections should be made effective at the <br />earliest possible time allowed by law; now, therefore, <br /> <br />OF OHIO: <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> <br /> Section 1. That Paragraphs (a), (b), (c) and (e) of Section <br />313.10 of the Traffic Code of the Codified Ordinances of the City of <br />Lakewood, now reading as follows: <br /> <br />313.10 PROHIBITED TURNS ON RED SIGNALS. <br /> <br />Pursuant to the provisions of Section <br />313.03(c) (5), it is hereby determined that the <br />following intersections are used by a substantial <br />number of school children and are a hazard to such <br />school children and, therefore, a right turn <br />against a steady red signal is hereby prohibited· <br />between the hours of 8:00 a.m. and 4:00 p.m., <br />Monday through Friday at the following <br />intersections, upon the posting and installation <br />of the proper signs giving notice thereof: <br /> <br />(a) <br /> <br />CLIFTON BOULEVARD. <br />(1) Webb Road <br />(2) Bunts Road <br />(3) Nicholson Avenue <br />(4) Summit Avenue <br />(5) Whippoorwill Avenue <br />(6) Clifton Road <br /> <br />Ail four directions <br />North and east bound <br />Ail four directions <br />All four directions <br />South bound only <br />South bound only <br /> <br />(b) <br /> <br /> DETROIT AVENUE. <br /> (1) Waterbury Road <br /> (2) Elmwood/Andrews <br /> (3) Bonnieview Avenue <br /> (4) Webb Road <br />(5) Granger Avenue <br />-(6) Cohassett Avenue <br /> (7) Cove Avenue <br /> <br />Ail four directions <br />Ail four directions <br />North and south bound <br />south bound only <br />south bound only <br />east bound only <br />south and west bound <br /> <br /> (8) WeSt Clifton Boulevard Ail four directions <br /> (9) Arthur Avenue south and east bound <br />(10) Lakeland Avenue north bound only <br /> <br /> <br />
