ORDINANCE NO. ~2-88 BY: <br /> <br />Brown, Chinnock, Ga]lagher, Gazzana, <br />Wen, d 1 ing <br /> <br />AN EMERGENCY ORDINANCE authorizing and directing the Director of <br />Public Works to advertise for bids to provide for the private, <br />independent operation of City parking meters, including, but not <br />limited to~ the installation and maintenance of said meters, the <br />collection and deposit of parking meter revenues and the issuance of <br />citations and the collection of fines assessed for parking meter <br />violations. <br /> <br />WHEREAS, the Director of Public Works estimates that approximately <br />50% of labor costs could be saved by contracting out to an independent <br />private contractor all Parking Meter Division operations, and <br /> <br />WHEREAS, the privatization of parking meter operations would permit <br />the City to better utilize present City employees in other service <br />areas, and <br /> <br />WHEREAS, this Council determines it to be in the best interest of <br />the City to seek proposals for the privatization of City parking <br />meter operations for additional study and review, and <br /> <br />WHEREAS, this ordinance constitutes an emergency measure providing <br />for the usual daily operation of a municipal department; now, <br />therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br />Section 1. The Director of Public Works is hereby authorized and <br />directed to advertise for bi ds to provide for the private, <br />independent operation of City parking meters, including, but not <br />limited to the installation and maintenance of said meters, the <br />collection and deposit of parking meter revenues and the issuance of <br />citations and the collection of fines assessed for parking meter <br />violations. <br /> <br />Section 2. It is found an'd determined that all formal .actions of <br />this Council concerning and relating to the passage of this ordinance <br />were adopted in an open meeting of this Council, and that all such <br />deliberations of this Council and of any of its committees that <br />resulted in such fOrmal action were in meetings open to the public <br />in compliance wi th all legal requirements'. <br /> <br />Section 3. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof and <br />provided it receives the affirmative vote of two-thirds of all <br />members elected to Council, it shall take effect and be in force <br />immediately upon its adoption and approval by the Mayor; otherwise, <br />it shall take effect and be in force after the earliest period <br />allowed by law. <br /> <br />Adopted: <br /> <br />Approved ~C~, <br /> <br /> dent <br /> <br />Clerk <br /> <br /> <br />
