ORDINANCE NO: 78-88 <br /> <br />BY: Brown, Gallagher, Gazzana, <br /> George, Graham <br /> <br />AN EMERGENCY ORDINANCE authorizing and directing the Director <br />of Public Works to advertise for bids and enter into a contract. <br />with the lowest and best bidder~ to provide for the :~purchase of <br />a Veterans War. Memorial in Lakewood Park, including, but not limited <br />to the preparation'and installation ~of said monument along with <br />the engraving of names on the monument. <br />WHEREAS, on November 4, 1985, City Council unanimOusly voted to <br />receive, file and refer a City Properties Committee Report regarding <br />the purchase and installation of a memorial, to veterans to the <br />City's Administration, and <br />WHEREAS, the installation of a Veterans War Memorial is~ an' <br />appropriate gesture to demonstrate this City's appreciation and <br /> reverence for Lakewood's veterans who gave their life for our <br /> Country, and <br /> <br />WHEREAS, City Council has adopted the 1988 Capital Improvement <br />Budget which has appropriated monies for the purchase and <br /> installation of a Veterans War Memorial, and <br /> WHEREAS, this Council determines it to be in the best interest <br /> of the City to seek proposals and enter into a contract for the <br /> purchase and installation of a Veterans W~r Memorial, and <br /> WHEREAS, this Ordinance constitutes an emergency measure providing <br /> for the usual daily operation of a municipal department and the <br /> public health, safety and welfare; now, therefore, <br /> <br /> BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> Section 1. The Director of Public ~orks is hereby authorized <br /> and directed to advertise for bids and enter into a contract with <br /> the lowest and best bidder to provide for the purchase of a Veterans <br /> Memorial in Lakewood Park, including, but not limited to, the <br /> preparation and installation of said monument, along with the <br /> engraving of names on the monument. <br /> Section 2. It is found and determined that all formal actions <br /> of this Council concerning and relating to the passage of this <br /> Ordinance were adopted in an open meeting of this Council, and <br /> that all such deliberations of. this Council and of any of its <br /> committees that resulted in such formal action were in meetings <br /> open to the public in .compliance with all. legal requirements. <br /> Section 3. That. this ordinance is ~hereby declared to be an <br /> emergency measure for the reasons stated in the preamble hereof <br /> and provided it receives the affirmative vote of two-thirds of <br /> all members elected to Council, it shall take effect and be in <br /> force immediately upon its adoption and approval by the Mayor; <br /> otherwise, it shall take effect and be in force after the earliest <br /> period allowed by law. <br /> <br />Adopted: <br /> <br />Approved:~ <br /> <br />Clerk <br /> <br /> <br />
