PLACED ON FIRST REA~ING ON 10-16-8 ORDINANCE NO. 66-89 BY: Boscia, Gallagher, Gazzana, George, Graham, Roth, Smith AN EMERGENCY ORDINANCE to supplement Section 313.10 of the Traffic Code of Codified Ordinances of the City of Lakewood by enacting new subsections 313.10(k) and (1) restricting a right turn against a steady red signal during the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday. WHEREAS, concern exists concerning safety of school children crossing McKinley Avenue at the Marginal Roads abutting Interstate 90, and WHEREAS, it has been determined that prohibitions during certain hours of a right turn against a steady red signal would contribute to the safety of Lakewood school children and deter violations, and WHEREAS, this ordinance constitutes an emergency providing for the immediate preservation of the public health, and welfare; now, therefore, measure safety BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Section 313.10 of the Traffic Code of the Codified Ordinances of the City of Lakewood is hereby supplemented by the enactment of new subsections 313.10(k) and (1) (as part of the section concerning 8:00 a.m. through 4:00 p.m., Monday through Friday restrictions) to read as follows: 313.10 PROHIBITED TURNS ON RED SIGNALS. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. 1
