PLACED ON FIRST REA~ING ON 10-16-8 <br /> <br />ORDINANCE NO. 66-89 <br /> <br />BY: Boscia, Gallagher, Gazzana, <br />George, Graham, Roth, Smith <br /> <br /> AN EMERGENCY ORDINANCE to supplement Section 313.10 of the <br />Traffic Code of Codified Ordinances of the City of Lakewood by <br />enacting new subsections 313.10(k) and (1) restricting a right turn <br />against a steady red signal during the hours of 8:00 a.m. to 4:00 <br />p.m., Monday through Friday. <br /> <br /> WHEREAS, concern exists concerning safety of school children <br />crossing McKinley Avenue at the Marginal Roads abutting Interstate 90, <br />and <br /> <br /> WHEREAS, it has been determined that prohibitions during <br />certain hours of a right turn against a steady red signal would <br />contribute to the safety of Lakewood school children and deter <br />violations, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency <br />providing for the immediate preservation of the public health, <br />and welfare; now, therefore, <br /> <br />measure <br /> safety <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That Section 313.10 of the Traffic Code of the <br />Codified Ordinances of the City of Lakewood is hereby supplemented by <br />the enactment of new subsections 313.10(k) and (1) (as part of the <br />section concerning 8:00 a.m. through 4:00 p.m., Monday through Friday <br />restrictions) to read as follows: <br /> <br />313.10 PROHIBITED TURNS ON RED SIGNALS. <br /> <br />(a) <br />(b) <br />(c) <br />(d) <br />(e) <br />(f) <br />(g) <br />(h) <br />(±) <br />(j) <br />(k) <br /> <br />(1) <br /> <br />North Marginal Drive. <br />(1) McKinley Avenue <br />South Marginal Drive <br />(1) McKinley Avenue <br /> <br />south bound only <br />north bound only <br /> <br /> Section 2. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of this <br />ordinance were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its committees <br />that resulted in such formal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br />1 <br /> <br /> <br />
