ORDINANCE NO. 25-91 BY: Gallagher, George, Graham, <br /> ~ Roth, Smith <br /> <br /> AN EMERGENCY ORDINANCE amending Sections 1321.01(a), <br />1321.03, and 1323.03 of the Building Code regarding fees for licens- <br />ing of electricians, plumbing and heating and/or air conditioning <br />contractors and registration of contractors. <br /> <br /> WHEREAS, the fee for a contractor's license for persons <br />engaging in heating and air conditioning, electrical or plumbing work <br />in Chapter 1323 was last amended in 1979, and <br /> <br /> WHEREAS, the cost to the City of administering the contrac- <br />tor licensing and registration programs has increased substantially <br />since 1979, and <br /> <br /> WHEREAS, the efficient and effective operation of the <br />licensing and registration programs is essential to the maintenance <br />and preservation of the City's valued housing stock, and <br /> <br /> WHEREAS, the present contractor licensing fee ordinance <br />unfairly distinguishes between H.V.A.C., plumbing and electrical <br />contractors who repair and those who install new equipment and be- <br />tween H.V.A.C., plumbing and electrical contractors as opposed to <br />general contractors, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare, and for the usual daily operation of a municipal depart- <br />ment;now, therefore, <br /> <br /> BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That Section 1321.01(a) of the Building Code <br />the Codified Ordinances of the City of Lakewood, now reading as <br />follows: <br /> <br />1321.01 LICENSING REQUIREMENT. <br /> <br />(a) No person, corporation, partnership, firm or <br />other business association shall, acting in the <br />capacity of a contractor, engage in heating and/or <br />air conditioning work, electrical work or plumbing <br />work, for which a permit is required without first <br />obtaining a license for each trade from the Build- <br />ing Commissioner. <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br />1321.01 LICENSING REQUIREMENT. <br /> <br />(a) No person, corporation, partnership, firm or <br />other business association shall, acting in the <br />capacity of a contractor, engage in heating and/or <br />air conditioning work, electrical work or plumbing <br />work, without first obtaining a license for each <br />trade from the Building Commissioner. <br /> <br /> . Section 2. That Section 1321.03 of the Building Code of <br /> Codified Ordinances, now reading as follows: <br /> <br />· ' . <br /><" The license shall be valid for the calendar year <br /> in which issued and shall be rehewed annually <br /> thereafter. A fee of twenty-five dollars (~25.00) <br /> shall be paid at the time of the application and <br /> at each renewal thereafter. <br /> <br /> <br />
