ORDINANCE <br />NO. 16-92, placed on First Reading <br />& REFERRED TO FINANCE CMTE 2/18/92. <br /> <br />ORDINANCE NO. 16-92 <br /> <br />BY : Boscia, Gallagher, George, <br /> Gibbons, Roth, Seelie, Smith <br /> <br /> AN EMERGENCY ORDINANCE to amend Sections 111.01, 111.02, <br />111.04 (a), (a)(3), (a)(4), (a)(7), (b)~ (j)(2), (j)(3) and 111.06 <br />(b) and to repeal Section 111.03 of the Administrative Code of the <br />Codified Ordinances of the City of Lakewood. <br /> <br /> WHEREAS, Council has determined that it is in the best/ <br />interest of the City to update and revise procedures for <br />purchasing and contracting on behalf of the City, and <br /> <br /> WHEREAS, the Administrative Code has not been substantially <br />amended since 1985, and <br /> <br /> WHEREAS, the efficient operation' of the central purchasing <br />office requires that the Procurement Officer be authorized to <br />enter into contracts on behalf of the City, and <br /> <br /> WHEREAS, purchases and contracts; on behalf of Lakewood <br />Hospital are no longer made by the City as those duties and <br />responsibilities were assumed by the Lessee in accordance with the <br />lease entered into between the City 'and Lakewood Hospital <br />Association in accordance with amendments to the City Charter and <br />Ordinance Number 63-86, and <br /> <br /> WHEREAS, regularly scheduled public meetings of the Board of <br />Control will be facilitated by authorizing members, to be <br />represented by designees when the member' is unavailable, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, <br />safety and welfare and for the usual daily operation of numerous <br />municipal departments in that updating and revisions are necessary <br />in the purchasing and contracting ordinance to formalize <br />improvements suggested-by the Auditor of State; now, therefore <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That Section 111.01 of the Administrative Code of <br />~he Codified Ordinances of the City of Lakewood, now reading as <br />follows: <br /> <br /> 111.01 DEPARTMENTAL PUBLIC IMPROVEMENT CONTRACTS. <br /> A) Contracts for public improvements and work and <br />repairs with respect to public improvements, other than <br />contracts relating to Lakewood Hospital, shall be awarded by <br />the Director of Public Works upon approval by Council. <br />Adoption of an ordinance or resolution authorizing the <br />preparation of plans or specifications, an ordinance or <br />resolution authorizing the advertising of request for bids <br />(where bidding shall be required) or any other ordinance or <br />resolution which authorizes or approves the award of a <br />contract shall constitute the approval of Council required by <br />Section 3 of'Article V of the Charter and this section. <br /> (b) Contracts described in subsection (a) hereof in <br />excess of seven thousand five hundred dollars ($7,500) shall <br />be awarded by competitive bidding pursuant to Section 111.04 <br />unless competitive bidding is not required pursuant to such <br />section. <br /> <br />be and the same hereby amended to read as follows: <br /> 1 <br /> <br /> <br />
