ORDINANCE NO. 35-92 BY: Gallagher, George, Gibbons, Roth, Smith AN ORDINANCE creating the Department of Human SerVices and the position of Director of Human Services and repealing Ordinance No. 61-73 and the position of Director of Aid for Senior Citizens. WHEREAS, Council is authorized by Article IV, Section 1 of the Charter to create departments of the City as the public service may require, and WHEREAS, the City provides highly trained social workers, counsellors and other professionals to advance the humanitarian goals of local government by providing services to persons of all ages through various offices currently organized under the Department of Public Safety and Office On Aging, and WHEREAS, the creation of the Department of Human Services will enable the city to more effectively and efficiently administer the numerous intergenerational programs currently in effect by concentrating the various social service offices into one municipal department, and WHEREAS, the development of new innovative programs and administrative and financial economies can be achieved by the reorganization of existing city offices, and WHEREAS, the position of Director of Aid for Senior Citizens will be eliminated, to be replaced by the Director of Human Services, thus maintaining the current number of directors in the city's administration; now therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. established. That the Department of Human Services be Section 2. That the Department of Human Services be organized into various offices, to wit: Office of Health Services. Office of Aging Services. Office of Youth Services. Office of Child Care Services. Such other offices as established by the Director of Human Services and provided for by Council. Section 3. That the position of Director of Human Services is hereby established. The Director shall be in charge of the Department of Human Services; shall make rules and regulations for the government of the Department and the several offices therein and shall employ personnel and engage in programs as allowed by ordinance, statute and the budget approved by Council. Section 4. The position of Director of Aid for Senior Citizens is hereby eliminated and Ordinance Number 61-73 is hereby repealed.
