PLACED ON <br /> THE COMMITTEE OF THE WHOLE ON 10/19/92. <br /> " PLACED ON SECOND READING ON ~1/2/92. <br />bRDINANCE NO. 89-92 BY: Boscia Gallagher, George, <br /> Gibbons, Roth, Seelie <br /> AN EMERGENCY ORDINANCE enacting new Section 111.10 of the <br />Administrative code of the Codified ordinances of the City of Lake- <br />wood to adopt fair employment practices based on the MacBride princi- <br />ples and to enable the city to be in compliance with The Fair Em- <br />ployment Practice in Northern Ireland, applicable to all contracts <br />for goods and services let by the city of Lakewood. <br /> WHEREAS, the city of Lakewood supports human rights and the <br /> rights of all people to equal employment opportunities, and <br /> WHEREAS, the Catholic minority population in the Counties <br /> Fermanagh, Armagh, Down, Tyrone, Derry, and Antrim of' Northern Ire- <br /> land suffer unemployment rates two and one half times that of the <br /> Protestant majority population, and <br /> WHEREAS, employment discrimination in Northern Ireland has <br /> been cited by the International Commission Jurists as being among the <br /> major causes of conflict in that area, and <br /> WHEREAS, Dr. Scan MacBride, founder of Amnesty Internation- <br /> al and a Nobel Peace Prize Laureat, has prepared several equal oppor- <br /> tunity employment principles to serve as guidelines for those con- <br /> ducting business in Northern Ireland known as The MacBride Princi- <br /> ples. These principles include: <br /> 1. Increasing the representation of individuals <br /> from under-represented religious groups in the <br /> work force, including managerial, supervisory, <br /> administrative, clerical and technical jobs. (A <br /> work force that is severely unbalanced may indi- <br /> cate prima facie that full equality of opportunity <br /> is not being afforded all segments of the communi- <br /> ty in Northern Ireland. Each signatory to the <br /> MacBride Principles must make every reasonable <br /> lawful effort to increase the representation of <br /> under-represented religious'groups at all levels <br /> of its operations in Northern Ireland.) <br /> 2. Adequate security for the protection of minor- <br /> ity employees both at the work place and while <br /> traveling to and from work. (While total security <br /> can be guaranteed nowhere today in Northern Ire- <br /> land, each signatory to the MacBride Principles <br /> must make reasonable~g°°d faith efforts to protect <br /> workers against intimidation and physical abuse at <br /> the work place, signatories must also make rea- <br /> sonable good faith efforts to ensure that appli- <br /> cants are not deterred from seeking employment <br /> because of fear for their personal safety at the <br /> work place or while traveling to and from work.) <br /> 3. The banning provocative religious or political <br /> emblems from the work place. (Each signatory to <br /> the MacBride Principles must make reasonable good <br /> faith efforts to prevent the display of provoca- <br /> tive sectarian emblems at their plants in Northern <br /> Ireland.) <br /> 4. All job openings should be publicly advertised <br /> and special recruitment efforts should be made to <br /> attract applicants from under-represented reli- <br /> gious groups. (Signatories to the MacBride Prin- <br /> ciples must exert special efforts to attract <br /> employment applications from the sectarian commu- <br /> nity that is substantially under-represented in <br /> the work force.
