DEFERRED on 12/21/92 and DEFERRED on 3/ ORDINANCE NO. 95-92 BY: Boscia, Gallagher, George,l~Bons, Roth, Seelie, Smith AN EMERGENCY ORDINANCE repealing Ordinance No. 8-82 and abolishing the HoUsing Rehabilitation Fund and transferring the entire unencumbered balance of said Fund to the General Fund. WHEREAS, Ordinance No.. 8-82 adopted February 1, 1982, created a Special Assessment Fund'known as the~Housing Rehabilitation Fund and transferred money from 'the General Fund to said Special Assessment Fund and appropriated same, and WHEREAS, substantial funds have accumulated in the Housing Rehabilitation Fund, and WHEREAS, Council and the Administration desire to maintain the current high level of municipal services without imposing addi- tional taxes, and WHEREAS, increasing costs beyond the control of the City require the use of the funds accumulated in the Housing Rehabilita- tion Fund for General Fund purposes; now, therefore, WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare, and for the usual daily operation of a municipal depart- ment for the reason that to accomplish the objectives of this ordi- nance, the funds need to be transferred before the end of the current fiscal year; now, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Ordinance No. 8-82 is hereby repealed. Section 2. That the Special Fund known as the Housing Rehabilitation Fund is hereby abolished and the unencumbered balance in said Special Assessment Fund is ordered transferred to the General Fund of the City. Section 3. It is found and determined that alI formal actions of this CoUncil conCerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its commit- tees that resulted in such formal action were in meetings open to the Public in compliance with all legal requirements. Section 4.
