ORDINANCE NO.: 2§-98 BY: Corrigan, Flannery, George, Roth, Seelie, Skindell, Smith An emergency ordinance authorizing the Mayor to execute an Amendment to the Agreement tbr the establishment of the Westshore Council of Governments and the Bylaws of the Westshore Enforcement Bureau and as further described in Exhibit "A". WHEREAS, since 1971 the City of Lakewood has been a member of the Westshore Council of Governments and the entity established by the Council of Governments called the Westshore Enforcement Bureau, and WHEREAS, the Westshore Council of Governments and the Westshore Entbmement Bureau are governed by Agreement and Bylaws, and WHEREAS, the Westshore Enforcement Bureau Bylaws are amendable under Article XI entitled "Amendments", and BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO. Section 1. That the Mayor be and she is hereby authorized to execute an amendment to the Bylaws of the Westshore Enforcement Bureau..-L~ticle VI, "Finance", Section C, "Allocation of costs", attached hereto as Exhibit "A". Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 3. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof a~d provided it receives the affirmative vote of two-thirds' of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise it shall take effect and be in force after the earliest period allowed by [aw.
