Referr.~d to Finance Cmte 5/5/9~ Placed on <br /> 1st Reading & Referred to Finance 3/15/99. <br /> <br /> Placed on 2nd Reading 4/5/99. <br /> <br />ORDINANCENO. 14-99 BY: Corrigan, FitzGerald, George, <br /> Roth, Seelie, Skindell, Smith <br /> <br /> AN EMERGENCY ORDINANCE enacting new Section 129.42 of the <br />Administrative Code of the Codified Ordinances of the City of Lakewood to establish a Byme <br />Grant Special Revenue Fund. <br /> <br /> WHEREAS, the City has been awarded $51,8'14 by the State of Ohio Office of <br />Criminal Justice Services and approved by the Cuyahoga County Board of Commissioners to <br />establish the Partners Against Crime Project for the period January 1 through December 31, <br />1999, and, <br /> <br /> WHEREAS, there is a compelling governmental interest to establish a new <br />Special Revenue Fund ~o segregate financial information that will demonstrate accountability <br />and stewardship to the Parmers Against Crime Project, and, <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing for the <br />usual daily operation of a municipal department in that creation ora separate fund will allow the <br />City to provide accurate information pertinent to the Criminal Justice Services Agency; now, <br />therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1, That the Administrative Code of the Codified Ordinances of the City <br />of Lakewood is hereby supplemented by enacting new Section 129.42 thereof to read as follows: <br /> <br />129.42 Byrne Grant Special Revenue Fund <br /> <br /> a) All revenues derived from this grant shall be kept and maintained in a separate <br />fund hereby designated as the Byme Grant Fund. All expenses meeting the criteria of the grant <br />award shall be paid from this fund. <br /> <br /> Section 2. That the Director of Finance is hereby authorized and directed to take <br />the necessary steps to establish said account; to receive and administer grant funds from the <br />Criminal Justice Services Agency for the purpose of community outreach for safety and conflict <br />resolution skills to reduce crime through prevention and education and to make expenditures <br />from said account for the purposes described above. <br /> <br /> Section 3. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open meeting of this <br />Council, and that all such deliberations of this Council and of any of its committees that resulted <br />in such formal action were in meetings open t6 the public in compliance with all legal <br />requirements. <br /> <br /> Section 4. That this ordinance is hereby declared to be an emergency measure for <br />the reasons stated in the preamble hereof and provided it receives the affirmative vote of two- <br />thirds of all members elected to Council, it shall take effect and be in force immediately upon its <br />adoption and approval by the Mayor; otherwise, it shall take effect and be in force after the <br />earliest period allowed by law. <br /> <br /> President of Council <br /> <br />Approved:~ ~4)1 <br /> <br /> <br />
