ORDINANCE NO, 3: - 99 <br /> <br /> Please suOstitu~e for Ordinance 31-99 <br /> Placed on 1st reading and referred to <br /> Committee of the Whole June 21, 1999 <br /> Placed on 2nd reading July 6, 1999 <br /> BY:Corrigan, FitzGeraldl <br />George, Roth, Seelie, Skindell~ SmiTh <br /> <br /> AN ORDINANCE amending Chapter 137 of the Codified Ordinances of the City of <br />Lakewood, for the purpose of adopting a new section, entitled "Emergency Medical <br />Services Commission." <br /> <br /> WHEREAS, the City of Lakewood will be converting from a Hospital based EMS <br />service to a Fire based EMS service; and <br /> <br /> WHEREAS, it is necessary to insure the efficient, effective and safe operation of <br />the new Fire based EMS service; and <br /> <br /> WHEREAS, a Commission comprised of medical personnel, Qty and dtizen <br />representatives would best serve the community in that capacity. <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br />Section 1. ESTABLISHMENT AND MEMBERSHIP. There is hereby established in and <br />for the City of Lakewood (City) an Emergency Medical System Commission, to consist of <br />the Mayor, the Chair of the Public Safety Committee of Qty Coundl, the Health <br />Commissioner, the EMS Medical Director, the Lakewood Hospital Clinical Nurse Manager <br />of the Emergency Room, the Chief of Fire, the Chief of Police, a Qtizen appointed by <br />the Mayor who will serve a term of two (2) years from the date of appointment, and a <br />representative appointed by City Council who will serve a term of two (2) years from <br />the date of appointment. <br /> <br />Section 2. DUTIES. The duties of the Lakewood Emergency Medical System <br />Commission shall be: <br />(a) To develop medical and public safety benchmarks; <br />(b) To monitor performance of the EMS Fire Based system; <br />(c) To identify training needs of EMS professionals; <br />(d) To assure ongoing communication and collaboration among health care and public <br /> safety professionals charged with providing quality pre-hospital emergency medical <br /> care to the ciUzens of Lakewood; and <br />(e) To report annually to the Mayor. <br /> <br />Section 3. AUTHORITY OF COMMISSION. The Lakewood Emergency Medical System <br />Commission shall have the authority to review the provisions of the Fire based EMS <br />services within the Qb/and make recommendations to the Mayor and City Council. <br /> <br />Section ,~. PROCEDURE. The Lakewood Emergency Medical Services Commission <br />shall make and promulgate rules as necessary and proper to carry out the duties of the <br />Commission. The Commission shall keep a record of its proceedings which shall be <br />open to public inspection. <br /> <br />Section 5. CHAIRMAN; SECRETARY. The Mayor, shall serve as Chair of the <br />Commission. The Commission may appoint a secretary. <br /> <br />Section 6. It is found and determined that all formal actions of this Council <br />concerning and rela~ing to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberation of the Coundl and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br /> <br />Section 7. That this ordinance is hereby declared to be an emergency measure for <br />the reasons stJ~ted in the preamble hereof and provided it receives the affirmative vote <br /> <br /> <br />
