ORDINANCE NO, 3: - 99 Please suOstitu~e for Ordinance 31-99 Placed on 1st reading and referred to Committee of the Whole June 21, 1999 Placed on 2nd reading July 6, 1999 BY:Corrigan, FitzGeraldl George, Roth, Seelie, Skindell~ SmiTh AN ORDINANCE amending Chapter 137 of the Codified Ordinances of the City of Lakewood, for the purpose of adopting a new section, entitled "Emergency Medical Services Commission." WHEREAS, the City of Lakewood will be converting from a Hospital based EMS service to a Fire based EMS service; and WHEREAS, it is necessary to insure the efficient, effective and safe operation of the new Fire based EMS service; and WHEREAS, a Commission comprised of medical personnel, Qty and dtizen representatives would best serve the community in that capacity. BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section 1. ESTABLISHMENT AND MEMBERSHIP. There is hereby established in and for the City of Lakewood (City) an Emergency Medical System Commission, to consist of the Mayor, the Chair of the Public Safety Committee of Qty Coundl, the Health Commissioner, the EMS Medical Director, the Lakewood Hospital Clinical Nurse Manager of the Emergency Room, the Chief of Fire, the Chief of Police, a Qtizen appointed by the Mayor who will serve a term of two (2) years from the date of appointment, and a representative appointed by City Council who will serve a term of two (2) years from the date of appointment. Section 2. DUTIES. The duties of the Lakewood Emergency Medical System Commission shall be: (a) To develop medical and public safety benchmarks; (b) To monitor performance of the EMS Fire Based system; (c) To identify training needs of EMS professionals; (d) To assure ongoing communication and collaboration among health care and public safety professionals charged with providing quality pre-hospital emergency medical care to the ciUzens of Lakewood; and (e) To report annually to the Mayor. Section 3. AUTHORITY OF COMMISSION. The Lakewood Emergency Medical System Commission shall have the authority to review the provisions of the Fire based EMS services within the Qb/and make recommendations to the Mayor and City Council. Section ,~. PROCEDURE. The Lakewood Emergency Medical Services Commission shall make and promulgate rules as necessary and proper to carry out the duties of the Commission. The Commission shall keep a record of its proceedings which shall be open to public inspection. Section 5. CHAIRMAN; SECRETARY. The Mayor, shall serve as Chair of the Commission. The Commission may appoint a secretary. Section 6. It is found and determined that all formal actions of this Council concerning and rela~ing to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberation of the Coundl and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 7. That this ordinance is hereby declared to be an emergency measure for the reasons stJ~ted in the preamble hereof and provided it receives the affirmative vote
