PLEASE SUBSTITUTBO"~ FOR ORDINANCE NO. 21. <br />PLACED ON 1ST READING ~ REFERRED TO <br />FINANCE COMMITTEE 2/7/00, PLACED ON 2ND <br />READING 2/22/00. <br /> <br /> ORDINANCE NO. 21-00 BY: Corrigan, FitzGe:~ld, Gec <br /> George, Roth, Seelie, Skindell, Smit~ <br /> AN ORDINANCE requesting Council's specific approval of a contract for the purchase <br />of a pdnt and cut graphics machine, hereinafter "equipment", by the Department of Public <br />Works, Division of Streets and Forestry and finding that it is impractical to award the contract <br />under competitive bidding procedures and that it is cost effective and in the best interest of the <br />City to award the contract without competitive bidding, in accordance with Lakewood Cod ified <br />Ordinance {}111.04(a)(10). <br /> <br /> WHEREAS, in May and June, 1999, in accordance with the req uirements of Lakewood <br />Codified Ordinance 111.04(a), the City of Lakewood advertised for bid s for the purchase of a <br />print and cut graphics machine with specifications as described in the Purchase Order,' which <br />is attached hereto and incorporated herein; and <br /> <br /> WHEREAS, the City of Lakewood sent bid packages to eleven (11) different suppliers <br />of said equipment; and <br /> <br /> WHEREAS,. the City of Lakewood never received any bids for said equipment in <br />responseto the solicitation for said bids; and <br /> <br /> WHEREAS, the City of Lakewood has contacted several different potential suppliers to <br />obtain estimates for said equipment; and <br /> <br /> WHEREAS, the City of Lakewood received four (4) estimates for said equipment which <br />meet the specifications as detailed in the Purchase Order with prices ranging from $9,134.29 <br />to $9,800.82; and <br /> <br /> WHEREAS, the Director of Public Works and the City's Procurement Officer would like <br />to enter into a contract for the purchase of the equipment with the company supplying the <br />lowest estimate. <br /> <br /> BE IT ORDAINED BY THE CITY Of LAKEWOOD, STATE OF oHIo <br /> <br />Section 1. Lakewood City Council hereby finds that it is impractical to award the <br />contract for purchase of a print and cut graphics machine under competitive bidding <br />procedures due to the lackof response to the City's request for bids. In addition, <br />Lakewood City Council hereby finds, based on the estimates obtained and the costs <br />incurred by the City each time bids are solicited, that it would be cost effective and in <br />the best interest of the City toaward the contract without competitiVe bidding. <br /> <br />Section 2. Lakewood City Council hereby approves the attached Purchase Order as <br />the form of contract to be awarded to Budde Graphic Solutions, Inc. dba CAD <br />Warehouse. <br /> <br />section 3. The Director of Public Works and/or the City of Lakewood's Procurement <br />Officer are hereby authorized to enter into a contract with Budde.Graphic Solutions, Inc. <br />dba CAD Warehouse for the purchase of a print and cut graphics machine having the <br />specifications provided for in Exhibit A, attached hereto and incorporated herein for a <br />purchase price not to exceed Nine Thousand One Hundred Thirty-Four Dollars and <br />Twenty-Nine Cents ($9,134.29)including shipping charges. <br /> <br />Section 4. It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this ordinance were adopted in an open meeting of this Council, and <br /> <br /> <br />
