AN EMERGENCY ORDINANCE to enact a new section of Chapter 129 of the Codified Ordinances of the City of Lakewood entitled Cuyahoga County Violence Prevention Fund. WHEREAS, the City has been awarded $13,800 by the Cuyahoga County Board of Commissioners to aid in providing crisis services to families to reduce the impact of violence and the likelihood of repeat incidents for the period May 17, 1999 through 3anuary 31, 2000, and, WHEREAS, there is a compelling governmental interest to establish a new Special Revenue Fund to segregate financial information that will demonstrate accountability and stewardship to the Children Who Witness Violence Program, and, WHEREAS, this ordinance constitutes an emergency measure providing for the usual daily operation of a municipal department in that creation of a separate fund wil allow the City to provide accurate information pertinent to the Cuyahoga County; now, therefore, BE 1'1' ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section 1. Establishment. There is hereby established a Special Revenue Fund which shall be known and referred to as the Cuyahoga County Violence Prevention Fund. The Director of Finance is hereby authorized and directed forthwith to take such action and to make such records as may be necessary to establish the Cuyahoga County Violence Prevention Fund and thereafter to show its existence and condition at all times upon the proper records of the City. Section 2. Money for Fund. There shall be paid directly into the Cuyahoga County Violence Prevention Fund all revenues derived from this grant. Section 3. Authorized Expenditures, The Cuyahoga County Violence Prevention FUnd shall be used only for expenses meeting the criteria of the grant award. Section 4. Custody of Fund. That the Director of Finance is hereby authorized to receive and administer grant funds from the Cuyahoga County for the purpose of providing case management services to families participating in the Children Who Witness Violence Prevention Program. Section 5. It is found and determined that all formal actions of this Council concerning and relaUng to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements.
