ORDINANCE NO. 45-00 BY: Corrigan, FitzGerald, <br /> Roth, Seelie, Skindell, Smith. <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Clerk of Council to enter into a <br />contract and requesting Council's specific approval of a contract for the design, layout, <br />printing of the proposed amended Charter and mailing of same to all of the registered <br />voters within the City of Lakewood and finding that it is impractical to award the <br />'contract under competitive bidding procedures and that it is in the best interest of the <br />City to award the contract without competitive bidding, in accordance with Lakewood <br />Codified Ordinance 111.04(a)(lO). <br /> <br /> WHEREAS, the Clerk of Council is ~equired to mail, at least 30 days prior to the <br />election at which the Charter issue will be determined, a copy of the proposed Second <br />Amended Charter to each registered voter in the City of Lakewood; and <br /> <br /> WHEREAS, it is necessary to allow for sufficient time to design and layout, print, <br />assemble and distribute the document making it impractical to complete a bidding <br />process to select and award this contract and complete the project within the required <br />time constraints; and <br /> <br /> WHEREAS, the City of Lakewood has coritacted several potential suppliers to <br />obtain estimates for these services; and <br /> <br /> WHEREAS, the Shamrock Companies, Inc. have provided the lowest estimate for <br />these services; and <br /> <br /> WHEREAS, this Ordinance constitutes an emergency measure as it provides for <br />the daily operation of Lakewood City Council. Now Therefore, <br /> <br />BE 1-1' ORDAINED BY THE C1TY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section ~. Lakewood City Council hereby finds that it is impractical to award the <br />contract for design, layout, and print preparation of the Charter for distribution to <br />registered voters within the City of Lakewood under competitive bidding due to time <br />constraints. <br /> <br /> Section 2. Lakewood City Council finds that it is in the best interest of the City to <br />award the contract without corn petitive bidding to allow the selected vendor sufficient <br />time to complete the project. <br /> <br /> Section 3. Lakewood City Council hereby approves and authorized the Clerk of <br />Council to enter into a contract (attached hereto as Exhibit "A") with The Shamrock <br />Companies, :[nc. for the design, layout, printing and mailing of the proposed Second <br />Amended Charter of the City of Lakewood to the registered voters within the City of <br />Lakewood for a price not to exceed Twenty Thousand Dollars ($20,000) including <br />postage which will be paid separately by the City of Lakewood. <br /> <br /> Section 4. :[t is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberation of the Council and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br /> <br /> <br />
