PLACED ON iST READING & REFERRED TO THE <br />PUBLIC SAFETY COMMITTEE 3/18/02. <br /> PLACED ON 2ND READING 4/1/02. <br /> <br />ORDINANCE NO. lOl-O2 <br /> <br />BY: Corrigan, Dunn, FitzGerald, <br /> George~ <br /> <br /> AN ORDINANCE creating a Police on Patrol Arresting Speeders (P.O.P.A.S.) <br />Project in the City of Lakewood Division of Police and establishing a special revenue <br />fund for the payment of expenses associates with the program and other approved law <br />enforcement expenses. <br /> <br /> WHEREAS, the City of Lakewood, with a population of more than 56,000 <br />residents in 5.6 square miles, is the most densely populated city between Chicago and <br />New York City; and <br /> <br /> WHEREAS, the Administration and Council hold the safety of its residents and <br />visitors as a paramount concern; and <br /> <br /> WHEREAS, the City of Lakewood's Division of Police presently provide for public <br />safety with exceptional traffic, pedestrian, business and residential patrols and <br />manpower; and <br /> <br /> WHEREAS, additional police presence would increase the ability of the C~y of <br />LakewOod's Division of Police to ensure public safety and to further address the <br />enforcement of traffic laws which directly relate to safety issues; and <br /> <br /> WHEREAS, this Administration and City Council reaffirms their support of <br />continuing efforts by the Division of Police to provide diligent enforcement of traffic <br />laws, improve police response and offer a greater police presence. Now therefore, <br /> <br />BE l'r ORDA[NED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That the Chief of Police is hereby directed and authorized to create <br />a special project in the Division of Police designated as the Police on Patrol Arresting <br />Speeders (P.O.P.A.S) ProJect to enforce Section 333.03 of the Codified Ordinances of <br />the C~y of.Lakewood, specifically, and any.other City or State law generally. The Chief <br />shall assign to this project police officers who are willing to work additional hours prior <br />to the start of the officer's shift, at the end of the officer's shift, or on the officer's days <br />off, to patrol residential and other streets in the City of Lakewood primarily for the <br />purpose of enforcing traffic laws and deterring violations of traffic laws which relate to <br /> <br /> Section 2. That there is hereby established a separate Special Revenue Fund <br />for the Police on Patrol Arresting Speeders (P.O.P.A.S.) project. The Director of Rnance <br />is hereby directed to receive and pay into said fund all fines received by the City from <br />the Lakewood Municipal Court as a result of the disposition of citations issued by police <br />officers while on P.O.P.A.S. duty. Said funds so received into the separate fund may be <br />used to pay the expense of operation of the P.O.P.A.$. ProJect, including personnel and <br />equipment, and for any other law enforcement purposes as the Chief of Police and <br />Director of Public Safety deem to be appropr'mte. <br /> <br /> Section 3. That this POPAS Project will be effect for twelve (12) months from <br />the date it is initiated by the Chief of Police, which initiation date shall be determined <br />after consultation and approval of the Director of Public Safety. If at the end of said <br />time the project has succeeded in being self-sustaining, it may remain in effect until <br />such time as it ceases to remain economically efficient or until such time as the Safety <br /> <br /> <br />
