<br /> AN EMERGENCY ORDINANCE authorizing the Mayor or her designee to enter into such contracts, with a
<br />consulUng firm and other professional services as necessary to provide but not limited to, inspections, studies, plans,
<br />surveys and reports in connection with the preparation of a Community Development Plan for the "West End" District
<br />in accordance with Chapter 1S3 of the Codified Ordinances of the City of Lakewood, contracts not to exceed Forty-Five
<br />Thousand Dollars ($45,000.00).
<br />
<br /> WHEREAS, the Main Street Economic Revitalization InlUatlve, adopted by the Lakewood Planning Commission
<br />as amended on 3uly 3, 2001, idenUfled a strong market potential for housing, commercial and economic development
<br />in the =West End" District; and
<br />
<br /> WHEREAS, the Planning Commission's short term recommendaUons for implementation in the "West End"
<br />District Included pursuing developer interest In the area; and
<br />
<br /> WHEREAS, the appropriate next step in the impl~mentation of this short-term recommendation is to initiate
<br />the preparation of a Community Development Plan, pursuant to Chapter 153 of the Codified Ordinances of the City of
<br />Lakewood; and
<br />
<br /> W'H~REAS, such a Plan will provide specific detailed strategies for the conservation, rehabilitation, and
<br />redevelopment, where necessary, of properties within the Plan area, to promote and encourage the sound
<br />development of the entire district, consistent with the general concepts recommended in the Main Street Study as
<br />incorporated in the Lakewood Commufl/ty V/$1o~ and
<br />
<br /> WHEREAS, the City will .need to supplement City staff with consultant services in the preparation of such a
<br />Community Development Plan for the aforementioned area; and
<br />
<br /> WHEREAS, pursuant to Section 153.05 of the Codified Ordinances of the City of Lakewood, the Mayor
<br />recommended the Initiation of the preparation of a Community Development Plan for the ~West End" District and to
<br />contract with a consultant for preparation of such a Plan; and
<br />
<br /> WHEREAS, the Lakewood Planning Commission on April 2; 2002, unanimously concurred with this
<br />recommendation; and
<br />
<br /> WHEREAS, this Coundl by a vote of at least five (5) members elected thereto determines that this ordinance is
<br />an emergency measure, and that this Ordinance shall take effect at the earliest date possible as set forth in ARTICLE
<br />1~I, SECTIONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CTI'Y OF LAKEWOOD, and that immediate
<br />action is necessary to provide for the preservation of the public health, safety and welfare and to pursue
<br />Implementation of the Main Street Study recommendations In a timely manner. NOW, THEREFORE,

<br />BE TI' ORDAINED BY THE CTI'Y OF LAKEWOOD, STATE OF OHIO:
<br />
<br /> Section 1. That Council of the City of Lakewood hereby authoflzes the Mayor or her designee to entel'
<br />into such contracts, with a consulting firm and other professional services as necessary to provide but not limited to,
<br />Inspections, studies, plans, surveys and reports in connection with the preparation of a community Development Plan
<br />for the 'West End" District In accordance with Chapter 153 of the Codified Ordinances of the City of Lakewood,
<br />contracts not to exceed Forty-Five Thousand Dollars ($45,000.00).

<br /> Section 2. It Is found and determined that all formal actions of this council concerning and relating to
<br />the passage of this Ordinance were adopted In an open meeting of this Council, and that all such deliberations of this
<br />council and any of its committees that resulted in such formal actions, were in meetings open to the public in
<br />compliance with all legal requirements.

<br /> Section 3. This Ordinance Is hereby declared to be an emergency measure for the reasons set forth and
<br />defined in the preamble of this Ordinance, and provided it receives the affirmaUve vote of at least five (5) of its
<br />members elected to Council, this Ordinance shall take effect and be in force immediately upon its adoption by the
<br />Coundl and approval by the Mayor; otherwise it shall take effect and be in force after the earliest period allowed by
<br />law.
