Please Substitute for Ordinance No. 130-02 (Placed on 1~ Reading and Referred to the Public Safety Committee 7/15/02. Placed on 2nd Reading 9/3/02.) ORDINANCE NO, 130-02 BY: Corrigan, Dunn, FitzGerald, George, Roth, Seelie, Skindell. AN EMERGENCY ORDINANCE authorizing the Mayor, as the Director of Public Safety, to enter into a contract with the lowest and best bidder for an emergency community notification system in accordance with the Administrative Code of the City of Lakewood. WHEREAS, the Division of Police has received a grant award in the amount of $23,820 approved for the purchase of a community notification system for the City of Lakewood; and WHEREAS, this equipment will provide notification to residents within minutes of an event creating an emergency or hazard, or requiring evacuation; and WHEREAS, this equipment has the capabilities of be used to notify residents of construction in their neighborhood and parking restrictions as a result; and WHEREAS, this equipment also has the potential to be used for regular safety checks for shut-ins and the elderly; and WHEREAS, this Council by a vote of at least five (5) members elected thereto determines that this ordinance is an emergency measure, and that this ordinance shall take effect at the earliest date possible as set forth in ARTZCLE Ili, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE Ci-I'Y OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of munidpal departments in that it is necessary in order to use these grant dollars before the end of the fiscal year. Now therefore, BE I1' ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section 1. That the Mayor, as the Director of Public Safety is hereby authorized an directed to advertise for bids and enter into a contract with the lowest and best bidder in accordance with the Administrative Code of the City of Lakewood for the following, contract not to exceed the specified amount shown, except as hereinafter provided: " Emergency Community Notification System .................... $ 35,000 Section 2. That the Mayor as the Director of Public Safety is hereby authorized and directed to enter into a contract as set forth above in the amount not to exceed the specified amount without further action from Council or purchase through State Purchasing; and to enter into a contract in excess of specified amounts only upon consent of Council evidenced by adoption of a resolution specifying the authorized amount.
