Please Substitute for Ordinance No. 130-02 <br />(Placed on 1~ Reading and Referred to the <br />Public Safety Committee 7/15/02. Placed on <br />2nd Reading 9/3/02.) <br /> <br />ORDINANCE NO, 130-02 BY: Corrigan, Dunn, FitzGerald, <br /> George, Roth, Seelie, Skindell. <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor, as the Director of Public <br />Safety, to enter into a contract with the lowest and best bidder for an emergency <br />community notification system in accordance with the Administrative Code of the City of <br />Lakewood. <br /> <br /> WHEREAS, the Division of Police has received a grant award in the amount of <br />$23,820 approved for the purchase of a community notification system for the City of <br />Lakewood; and <br /> WHEREAS, this equipment will provide notification to residents within minutes of <br />an event creating an emergency or hazard, or requiring evacuation; and <br /> WHEREAS, this equipment has the capabilities of be used to notify residents of <br />construction in their neighborhood and parking restrictions as a result; and <br /> WHEREAS, this equipment also has the potential to be used for regular safety <br />checks for shut-ins and the elderly; and <br /> <br /> WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTZCLE Ili, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE Ci-I'Y OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of munidpal departments in that it is necessary <br />in order to use these grant dollars before the end of the fiscal year. Now therefore, <br /> BE I1' ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> Section 1. That the Mayor, as the Director of Public Safety is hereby authorized <br /> an directed to advertise for bids and enter into a contract with the lowest and best <br /> bidder in accordance with the Administrative Code of the City of Lakewood for the <br /> following, contract not to exceed the specified amount shown, except as hereinafter <br /> provided: " <br /> <br /> Emergency Community Notification System .................... $ 35,000 <br /> Section 2. That the Mayor as the Director of Public Safety is hereby authorized <br /> and directed to enter into a contract as set forth above in the amount not to exceed the <br /> specified amount without further action from Council or purchase through State <br /> Purchasing; and to enter into a contract in excess of specified amounts only upon <br /> consent of Council evidenced by adoption of a resolution specifying the authorized <br /> amount. <br /> Section 3. It is found and determined that all formal actions of this Council <br /> concerning and relating to the passage of this ordinance were adopted in an open <br /> meeting of this Council, and that all such deliberation of the Council and of any of its <br /> <br /> <br />
