AN EMERGENCY ORDINANCE authorizing the Council President, with the concurrence of the majority of Council, to engage firms to provide professional services relating to the Proposed West End Development Project in the City of Lakewood, in accordance with the Administrative Code of the City of Lakewood, contracts not to exceed the specified amounts shown without separate resolution of Councii. WHEREAS, this Coundl by a vote of at Feast five (5) members elected thereto determines that this ordinance is an emergency measure, and that this ordinance shall take effect at the earliest date possible as set forth in AR'F[CLE TTI, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CTI-Y 01= LAKEWOOD, and that it is necessary to provide for the usual daily operation of municipal departments in that Council needs their own consultants in order to assess the West End Development Project. Now therefore BE TT ORDAINED BY THE CI-I'Y OF LAKEWOOD, STATE OF OHIO SecUon 1. That the President of Coundl, with the concurrence of the majodty of Council, is hereby authorized to engage firms to provide professional services relating to the West End Development Project in the City of Lakewood, in accordance with the Administrative Code of the City of Lakewood, contracts not to exceed the specified amounts Shown, except as hereinafter provided: Professional Services/Proposed West End DeVelopment Project $10,000 Section 2. That the Council President [s hereby authorized and directed to enter int~ contracts as set forth above Jn amounts not to exceed the specified amounts without further action from Council; and to enter into contracts in excess of specified amounts only upon consent of Council evidenced by adoption of a resolution specifying the authorized amount. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Coundl, and that all such deliberations of this Coundl and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with-all legal requirements. Section 4. 'Fha t this ordinance is hereby declared to be an emergency measure for the reasons set forth and defined in the preamble to this ordinance, and provided it receives the afffrmat~ve vote of at least five (5) of its members elected to Coundl, this ordinance shall take effect and be in force immediately upon its adoption by the Council and approval by the Mayor otherwise, it shall take effect and be in force affcer the earliest per/od allowed by law.
