Manigan, See1ie. <br /> <br />AN ORDINANCE to amend the Traffic Code of the Codified Ordinances of the City of Lakewood by <br />amending Section 313.10 regarding Prohibited Turns On Red Signals, to create 24-hours seven days a week "No <br />Turn On Red" designations for the intersections at Detroit andSt. Charles Avenues, Detroit and Arthur Avenues, <br />and Detroit and Lakeland Avenues, as part of the streetscape and downtown crosswalk upgrades to create a <br />safer and more pedestrian-friendly downtown <br /> <br />WHEREAS, pursuant to the terms of Section 313.03(c)(5) of the Traffic Code of the City of Lakewood, the <br />Council may by ordinance prohibit a right or left turn against a steady red signal at any intersection which shall be <br />effective when signs giving notice thereòf are posted at the intersection; and <br /> <br />WHEREAS, as part of the streetscape plan for downtown Lakewood, and the proposed crosswalk <br />improvements to be made thereunder, it is deemed appropriate to make effective 24-hour seven days a week <br />prohibition on turns on steady red signals at certain intersections to create a safer and more pedestrian friendly <br />downtown area; and <br /> <br />WHEREAS, certain school hours prohibitions of turn on red signal already exist pursuant to Section <br />313:10 (a) for portions of the intersections at Detroit and Arthur Avenues and Detroit and LakeJand Avenues, and <br />northbound only prohibitions at all times of turn on red at Detroit and Arthur Avenues already exist pursuant to <br />Section 313.10 (b), so that both those subsections will require amendment, and the intersection of Detroit andSt. <br />Charles Avenues will need to be added to Section 31310 (b); now therefore <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br />Section 1 <br /> <br />That Section 31310 of the Codified Ordinances, now reading as follows' <br /> <br />313.10 PROHIBITED TURNS ON RED SIGNALS. <br />(a) Pursuant to the provisions of Section 313.03(c)(5), it is hereby determined that the following intersections are <br />used by a substantial number of school children and are a hazard to such school children and, therefore, a right tutu <br />against a steady red signal is hereby prohibited between the hours of 8:00 a.m. and 4:00 p.m., Monday through <br />Friday at the following intersections, upon the posting and installation of the proper signs giving notice thereof- <br />(1) Clifton Boulevard. <br />A Webb Road all directions except south bound <br />B Bunts Road north and east bound <br />C. Nicholson A venue all four directions <br />n Summit A venue all four directions <br />E. Whippoorwill A venue south bOlUld only <br />F. Clifton Road south bound only <br />G.
