<br />PLACED ON 1ST READING & REFERRED TO THE <br />COMMITTEE OFTTHE WHOLE 4/4/05. <br /> <br />ORDINANCE NO. <br /> <br />21-05 <br /> <br />BY: <br /> <br />Corrigan) Demro, Dever, Dunn, FitzGerald) <br />Madigan, Seelie. <br /> <br />AN EMERGENCY ORDINANCE authorizing and directing the 'Director of Planning and <br />Development to engage Westiake Reed Leskosky to provide professionai services for a feasibility <br />study for the redevelopment and adaptive reuse of the Hilliard Theater, 16200 Hilliard Road, <br />Lakewood Ohio, and contract administration in accordance with me Administrative Code of the City <br />of Lakewood, contract amount not to exceed Eight Thousand Dollars ($8,000.00). <br /> <br />WHEREAS, the Hilliard Square Theater opened in 1927 as a Vaudeville house and <br />movie theater; and <br /> <br />WHEREAS, the Hilliard Square Theater is now the largest remaining theater in the <br />area outside of downtown Cleveland; and <br /> <br />WHEREAS, Westlake Reed Leskosky will work with the City to prepare a study with <br />the goal being a determination of the best reuse of the Hilliard Theater; and <br /> <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this ordinance Is an emergency measure, and that this ordinance shall take effect <br />at the earliest date possible as set forth in ARTICLE III, SECTIONS 10 and 13 of the SECOND <br />AM MENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary to provide for a <br />feasibility study for the redevelopment and adaptive reuse of the Hilliard Theater. Now therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br />Section 1. That the Director of Planning and Development is hereby authorized and <br />directed to engage Westlake Reed Leskosky to provide professional services for a feasibility study <br />for the redeveiopment and adaptive reuse of the Hilliard Theater, 16200 Hilliard Road, Lakewood, <br />Ohio, contract amount not to exceed the specified amount shown, excèpt as hereinafter provided: <br /> <br />Feasibility Study <br /> <br />$8,000.00 <br /> <br />Section 2. That the Director of Planning and Development is hereby authorized and <br />directed to enter into a contract as set forth above in amount not to exceed the specified amount <br />without further action from Council; and to enter into a contract in excess of specified amóunt only <br />upon consent of Council evidenced by adoption of a resolution specifying the authorized amount. <br /> <br />Section 3. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open meeting of this <br />Council, and that all such deliberations of this Council and of any of its committees that resuited in <br />such formal action were in meetings open to the public in compliance with all legal requirements. <br /> <br />Section 4.
