18-06 <br /> ORDINANCE NO. fr~:r>¢F, BY: Antonio~ Butler~ Demro, Dever, <br /> FitzGerald, Madigan, Seelie. <br /> AN EMERGENCY ORDINANCE authorizing and direc~ng the Mayor of the CitY of <br /> Lakewood, on behalf of the CitY, to eater into an Agreement with the Cuyahoga County <br /> Department of Children and Family Services to accept and eXpend funds for the Family to <br /> Family System of Care Expansion Project. <br /> <br /> WHEREAS, the CitY of Lakewood has been awarded a two-year grant estimated at <br /> $460,000 to provide wrap around services targeting identified at-risk youth and families in <br /> Lakewood; and <br /> WHEREAS, the CitY of Lakewood, Department of Human Services, will participate in a <br />communitY collaborative that will act as a forum for public and private agencies to make <br />decisions about services, explore barriers to accessing these services and available funding <br />opportunities; and <br /> WHEREAS, the CitY of Lakewood, Department of Human Services, will provide <br />system of care services made up of partnerships between parents, natural support systems, <br />public and private entities to implement the Vroon-Vandenberg model of wraparound <br />services as spedfied by Cuyahoga County; and <br /> <br /> WHEREAS, the City of Lakewood, Department of Human Services, will deveop an <br />individualized service plan that builds on the unique strengths of each child and family that <br />is consistent with the family's culture and language; and <br /> <br /> WHEREAS, this Council by ,a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall take <br />effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and 13 of the <br />SECOND AMENDED CHARTER OF THE C~TY OF LAKEWOOD, and that it is necessary for the <br />immediate preservation of the public property, health and safety, and to provide for the <br />usual daily operation of municipal departments ia that the contract for the current program <br />year begins April t, 2006. Now Therefore, <br /> <br /> BE ~1- ORDAINED BY THE c[-rY OF LAKEWOOD, STATE OF OHIO <br /> Section 1. That the Mayor or his designee, on behalf of the City, is hereby <br /> authorized to enter into an Agreement with the Coyahoga County Department of Children <br /> and Family Services to accept and expend funds for the Family to Family System of Care <br /> Expansion Project. <br /> <br /> Section 2. It is found and determined that all formal actions of this Council' <br /> concerning and relating to the passage of this ordinance were adopted in an open meeting <br /> of this council, and that all such deliberations of this Council and any of its committees that <br /> resulted in such formal action, were in meetings open to the public, in compliance with all <br /> legal requirements. <br /> <br /> Section 3. That thLs ordinance is hereby declared to be an emergency measure <br />necessary for the immediate preservation of the public peace, prbporty, health, safety and <br />welfare in the CitY and for the usual daily operation of the CitY for the reasons set forth and <br />defined in the preamble to this ordinance, and provided it receives the affirmative vote of <br />at least five (5) of its members etected to Council, this ordinance shall take effect and be in <br />force immediately upon its adoption by the Council and approval by the Mayor otherwise, it <br />shall take effect and be in force after the earliest pedod allowed by law. <br /> <br />Adopted:~t ~,/-~ 2-~, ::L~) ' /~. ~, ~ <br /> President <br /> <br />ApProved: <br /> <br /> <br />
