Please substitute for 86-06 <br />(Placed on tst reading 11-20-06 <br />and referred to R & O; Placed <br />on 2nd reading 12-4-06) <br /> <br />ORDINANCE NO. 86-06 <br /> <br />BY: Antonio, Butler, Demro, Dever, <br /> FitzGerald, ~adigan, Seelie. <br /> <br /> AN ORDINANCE to create a new section within Chapter 144, Civil Service <br />Commission, of the Codified Ordinances of the City of Lakewood to set out the <br />probationary period for original and promotional appointments. <br /> <br /> WHEREAS, this ordinance is necessary in that any Rules and Regulations <br />of the Lakewood Civil Service Commission which differ from the Ohio Revised <br />Code must be enacted by ordinance; and <br /> <br /> WHEREAS, based on the experience of the Civil Service Commission and <br />their extensive review of the Rules and Regulations, the Commission <br />recommends that the probationary period for original and promotional <br />appointments be reflected aS described in the proposed ordinance. Now, <br />therefore <br /> <br />BE 1-1- ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That a new Section within Chapter 144, Civil Service <br />Commission, of the Codified Ordinances of the City of Lakewood is hereby <br />created to read as follows: <br /> <br />144.XX PROBATIONARY PERIODS <br /> <br /> (a) All original and promotional appointments to any position except as a sworn <br />member of the divisions of Police or Fire, shall be for a probationary period of ninety <br />(90) days: Original appointments to the positions of Patrol Officer and Fire Fighter shall <br />be for a probationary perioa of two years. The probationary period for promotional <br />appointments as a sworn member of the divisions of Police and Fire shall be for one <br />year. <br /> <br /> (b) No appointment or promotion shall be considered final until the employee <br />has satisfactorily completed the probationary period. The purpose of the probationary <br />period is to evaluate the suitabilib/, performance, and qualifications of the employee for <br />permanent appointment to that position. <br /> <br /> (c) If the service ofthe probationary employee is unsatisfactory he/she may be <br />removed or reduced at any time by the appointing authority. <br /> <br /> (d) The probationary period of any employee may be extended by the <br />Commission for good cause shown upon written request of the appointing authority. <br /> <br /> (e) Any probationary employee who is removed may request a review by the <br />Commission. Such request must be in writing and received by the Commission within <br />ten (10) days of such removal. The Commission shall review the procedure for such <br />removal to ascertain that the removal was in accordance with the provisions of this <br />article. <br /> <br /> <br />
