ORDINANCE NO. 88-06 <br /> <br />PLACED ON 1ST READING & REFERRED TO THE <br />RULES & ORDINANCES COMMITTEE 11/20/06. <br /> <br /> SEOND READING 12/4/06. <br /> <br />BY: Antonio, BUtler, Demro, Dever, <br /> FitzGerald, Madigan, Seelie. <br /> <br /> AN ORDINANCE to create a new section within Chapter 144, Civil Service <br />Commission, of the Codified Ordinances of the City of Lakewood to set out lay- <br />off lists for appointment to a civil service position, <br /> <br /> WHEREAS, this ordinance is necessary in that any Rules and Regulations <br />of the Lakewood Civil Service Commission which differ from the Ohio Revised <br />Code must be enacted by ordinance; and <br /> <br /> WHEREAS, based on the experience of the Civil Service Commission and <br />their extensive review of the Rules and Regulations, the Commission <br />recommends that the additional credits extended to candidates be reflected as <br />described in the proposed ordinance. Now, therefore <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That a new Section within Chapter 144, Civil Service <br />Commission, of the Codified Ordinances of the City Of Lakewood is hereby <br />Created to read as follows: <br /> <br />144.XX LAY-OFF LISTS <br /> <br /> (a) A lay-off list shall be established by the Commission for all positions in the <br />classified Civil Service. This list will be in effect for a period of one year. All persons <br />who are laid off shall be placed on the appropriate lay-off list and ranked according to <br />seniority. An individual's placement on the list shall terminate one year after such <br />placement. <br /> <br /> If the appointing authority determines at any time, within the one year period, to <br />fill a posRion which has been made vacant by lay-off, the Commission shall certify the <br />person standing highest on the lay-off list for appointment to the position and follow <br />the relevant procedures provided in Section 601 of the City of Lakewood Civil Service <br />Rules and Regulations. <br /> <br /> (b) Subsection (a) hereof is specifically intended to supersede State Code <br />provisions On the lay-off lists for appointment to a civil service position. <br /> <br /> Section 2. It is found and determined that all formal actions of this <br />Council concerning and relating to the passage of this ordinance were adopted in <br />an open meeting of this Council¢ and that all such deliberations of this Council <br />and of any of its committees that resulted in such formal action were in meetings <br /> <br /> <br />
