ORDINANCE NO. 83-07 <br /> <br />BY:Antonio, Butler, Demro, <br />Dever, FitzGerald, Madigan, Seelie. <br /> <br /> AN ORDINANCE to take effect immediately provided it receives the affirmative <br />vote of at least five (5) members elected to Council otherwise, it shall take effect and <br />be ir force after the 8arliest period allowed by law, to amend section 313.10, <br />Prohibited Turns on Red SignalS, of the Lakewood Codified Ordinances of the City of <br />Lakewood for the purpose of including the intersection of Detroit Avenue at Cohassett <br />Avenue on the westbound approach and Detroit Avenue at Bunts Roaa on all four <br />approaches between the hours of 8:00 a,m. and 4:00 p.m., Monday through Friday. <br /> <br /> WHEREAS, further restrictions on right turns on red are necessary to keep these <br />areas safe for children a~cending Lakewood Schools. <br /> <br /> WHEREAS, this Council oy a vote of at least five (5) memoers elected thereto <br />determines that this ordinance is an emergency measure, ano that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SEC'TONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the oublic property, health ano safety, and <br />to provide for the usual daily operation of municipal departments in that SChOOl is <br />already in session and these additional traffic controls are necessary to ensure the <br />safety of Lakewood's children. Now therefore, <br /> <br /> BE IT ORDAINED BY THE CiTY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That section 313.10 of the codified Ordinances of the City of <br />Lakewood currently reading as folloW: <br /> <br /> (a) Pursuant to the provisions of Section 313,03(c)(5), it is hereby determined <br />that the following intersections are used by a substantial number of school children and <br />are a hazard to such school children and, therefore, a right turn against a steady red <br />signal is hereby prohibited between the hours of 8:00 a:m. and 4:00 p.m., Monday <br />through .Friday at the following intersections, upon the posting and installation of the <br />proper signs giving notice thereof: <br /> <br />(1) Clifton Boulevard. <br /> A. Webb Road all directions except south bound <br /> B. Bunts Road north and east bound <br /> C. NiCholson Avenue all four directions <br /> D. Summit Avenue all four directions <br /> E. Whippoorwill Avenue south bound only <br /> F. Clifton Road south bound only <br /> G. Geil Avenue south and east bound <br /> H. Belle Avenue all four directions <br /> <br />(2) Detroit Avenue. A, Waterbury Road all four directions <br /> B. Elmwood/Andrews all four directions <br /> Bonnieview Avenue north and south bound <br /> D, Webb Road south bound only <br /> <br /> <br />
