ORDINANCE NO. 83-07 BY:Antonio, Butler, Demro, Dever, FitzGerald, Madigan, Seelie. AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least five (5) members elected to Council otherwise, it shall take effect and be ir force after the 8arliest period allowed by law, to amend section 313.10, Prohibited Turns on Red SignalS, of the Lakewood Codified Ordinances of the City of Lakewood for the purpose of including the intersection of Detroit Avenue at Cohassett Avenue on the westbound approach and Detroit Avenue at Bunts Roaa on all four approaches between the hours of 8:00 a,m. and 4:00 p.m., Monday through Friday. WHEREAS, further restrictions on right turns on red are necessary to keep these areas safe for children a~cending Lakewood Schools. WHEREAS, this Council oy a vote of at least five (5) memoers elected thereto determines that this ordinance is an emergency measure, ano that this ordinance shall take effect at the earliest date possible as set forth in ARTICLE III, SEC'TONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the oublic property, health ano safety, and to provide for the usual daily operation of municipal departments in that SChOOl is already in session and these additional traffic controls are necessary to ensure the safety of Lakewood's children. Now therefore, BE IT ORDAINED BY THE CiTY OF LAKEWOOD, STATE OF OHIO Section 1. That section 313.10 of the codified Ordinances of the City of Lakewood currently reading as folloW: (a) Pursuant to the provisions of Section 313,03(c)(5), it is hereby determined that the following intersections are used by a substantial number of school children and are a hazard to such school children and, therefore, a right turn against a steady red signal is hereby prohibited between the hours of 8:00 a:m. and 4:00 p.m., Monday through .Friday at the following intersections, upon the posting and installation of the proper signs giving notice thereof: (1) Clifton Boulevard. A. Webb Road all directions except south bound B. Bunts Road north and east bound C. NiCholson Avenue all four directions D. Summit Avenue all four directions E. Whippoorwill Avenue south bound only F. Clifton Road south bound only G. Geil Avenue south and east bound H. Belle Avenue all four directions (2) Detroit Avenue. A, Waterbury Road all four directions B. Elmwood/Andrews all four directions Bonnieview Avenue north and south bound D, Webb Road south bound only
