Please Substitute for Ordinance No. 68-08 <br />(Placed on 1~ Reading and referred to the <br />Rules and Ordinances Committee 7/7/08. <br />Placed on 2"d Reading 7/21/08.) <br />ORDINANCE N0. 68-08 BY: Antonio, Bullock, Butler, Dever, <br />Madigan, Powers, Summers. <br />AN ORDINANCE to amend Chapter 557, Parades, of the Codified Ordinances of <br />the City of Lakewood for the purpose allowing community groups the non-exclusive use <br />of park space for special events within the City of Lakewood. <br />WHEREAS, the City of Lakewood has received multiple requests from various <br />groups and individuals to use park space for various functions or events; and <br />WHEREAS, it is in the interest of the community to permit community groups to <br />hold functions, open to the public, on City property; and <br />WHEREAS, currently there is no provision to allow such events unless they are <br />sponsored by the City. Now, therefore <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD ,STATE OF OHIO <br />Section 1. That Chapter 557, Parades, of the Codified Ordinances of the <br />City of Lakewood, currently reading as follows: <br />CHAPTER 557, PARADES <br />557.01 DEFINITION. <br />"Parade" or "special event" means a group of ten or more persons on foot, or <br />three or more vehicles or equestrians standing or moving upon any public highway or <br />public ground, under common control or direction. This definition shall not include any <br />governmental officers or employees acting in their capacity as such, or persons under <br />their direction, any military organization, any funeral procession or any person while <br />engaging in his lawful employment in business or trade. <br />557.02 PERMIT REQUIRED. <br />No person shall take part in any parade or special event unless a permit for the <br />parade has been issued as herein provided. <br />557.03 DRIVING THROUGH PARADES. <br />No person shall drive a vehicle through a parade or special event except with <br />permission of a police officer. <br />557.04 PERMIT AND APPLICATON. <br />(a) Except for parades or special events sponsored by the City including, but <br />not limited to, holiday parades, block parties, commemorations, social gatherings, tours <br />
