Substituted & <br />Amended on the floor 5/18/09) <br />ORDINANCE N0. 43-09 BY: Antonio, Builock, Butler, <br />Dever, Madigan, Powers, Summers. <br />AN ORDINANCE to take effect immediately provided it receives the <br />affirmative vote of at least five (5) members elected to Council otherwise, it shall <br />take effect and be in force after the earliest period allowed by law, to enact new <br />Section 149.07, Merit Bonus Awards, of the Lakewood Codified Ordinances. <br />WHEREAS, the Administration wants to move from a'~length of service" <br />based service recognition system to a merit based service recognition; and <br />WHEREAS, the Administration is requesting authorization to begin a Merit <br />Bonus system along with the suggested repeal of the Longevity Compensation; <br />and <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of municipal departments in that Longevity <br />Compensation is payable beginning in June. Now Therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br />Section 1. That new Section 149.07, Merit Bonus Awards, of the <br />Lakewood Codified Ordinances, shall be enacted to read as follows: <br />149.07 MERIT BONlJS ,4WARDS. <br />The Merit Bonus Award System is hereby established for monetary <br />bonuses that may be paid to employees not covered by a collective bargaining <br />unit. The Director of Human Resources is hereby authorized to create and <br />administer a policy for payment of merit bonuses, including guidelines for annual <br />employee evaluations on which bonuses shall be based. Once annually the <br />Human Resources Director shall report to Council on the implementation and the <br />effectiveness of the Merit Bonus System. <br />Section 2. It is found and determined that all formal actions of this <br />Council concerning and relating to the passage of this ordinance were adopted in <br />
