ORDINANCE N0. 64-09 BY: Antonio, Bullock, Butler, Dever, <br />Madigan, Powers, Summers <br />AN ORDINANCE to take effect immediately provided it receives the affirmative <br />vote of at least five (5) members elected to Council otherwise, it shall take effect and <br />be in force after the earliest period allowed by law, authorizing the Mayor to enter into a <br />n agreement with the Westshore Council of Governments and Emergency Services <br />Consulting International to provide consulting services to develop a cooperative <br />agreement for the consolidation of fire services. <br />WHEREAS, the Westshore Council of Governments (WCOG) would like to employ <br />a consultant to develop a cooperative agreement for the consolidation of fire services <br />among the member communities; and <br />WHEREAS, the WCOG was the recipient of as grant in the amount of <br />$100,000.00 from the Fund for the Economic Development/Efficient Gov Now to fund <br />this project; and <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of municipal departments in that this agreement <br />is necessary to move forward with the necessary analysis and negotiation of a <br />cooperative agreement for the consolidation of fire services within the member <br />communities. Now Therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br />Section 1. That the Mayor be and is hereby authorized to enter into an <br />agreement with the Westshore Council of Governments (WCOG) and Emergency <br />Services Consulting International, 249 Normandy Road, Mooresville, North Carolina, to <br />provide consulting services to develop a cooperative agreement for the consolidation of <br />fire. services according to the Scope of Work (attached hereto as Exhibit A). Said work <br />to be performed under the contract at a total cost to WCOG not to exceed One Hundred <br />Thirty Seven Thousand, Four Hundred Ninety-two dollars ($137,492.00) to provide <br />consulting services to develop a cooperative agreement for the consolidation of fire <br />services. <br />Section 2. One Hundred Thousand Dollars ($100,000.00) of said total cost is <br />being paid for from the Fund for the Economic Development/Efficient Gov Now Grant. <br />Section 3. The remaining cost associated with said contract shall be charged <br />to each City of the basis of ten percent (10%) of the contract being shared equally, with <br />
