Placed on 1~ reading & referred to the Rules & Ordinances Committee 11/15/10 2ND READING 12/6/10. ORDINANCE N0. 77-10 BY: Antonio, Bullock, Butler, Madigan, Powers, Smith, Summers. AN ORDINANCE to amend sections within Section 501.01, Definitions, of the Lakewood Codified Ordinances to include definitions for the terms "gender identity or expression" and "sexual orientation." WHEREAS, the City of Lakewood has a .proud and noted history of welcoming people of diverse backgrounds and life experiences to live, work, play and raise families, free from the threat of discrimination and intimidation; and WHEREAS, earlier this year the City administration worked to update the internal Human Resources Policy and Procedure Manual, for the purpose of reflecting a more inclusive prohibition against certain discriminatory acts against employees; and WHEREAS, it is necessary and appropriate for the City's codified ordinances to be in alignment with administrative code and reflective of the City's inclusiveness; and WHEREAS, the Codified Ordinances have, concurrently with this legislation, been updated with language including the use of "gender identity and expression" and "sexual orientation"; and WHEREAS, Section 501.01, Definitions, thus stands to be updated with respect to its definitions of "gender identity and expression" and "sexual orientation"; and WHEREAS, Article 18, Section 3 of the Constitution of the State of Ohio permits municipalities to exercise all powers of local self-government and to adopt and enforce within their limits such local police, sanitary and other similar regulations as are not in conflict with general laws; riow, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1.
