ORDINANCE NO. r4-11 BI'' Anderson, Bullock, Juris, Madigan, <br />Nowlin, Powers, Smith. <br />AN ORDINANCE to take effect immediately provided it receives the affirmative <br />vote of at least five (5) members of Council, or otherwise to take effect and be in force at <br />the earliest period allowed by law, authorizing the Mayor to enter into an agreement with <br />the Westshore Council of Governments and Emergency Services Consulting Interna- <br />tional, Inc., an Oregon corporation, to provide consulting services in order to facilitate <br />planning and implementation meetings for the consolidation of fire services. <br />WHEREAS, Ord. 64-09, enacted on and effective September 14, 2009, authorized <br />the Mayor to enter into an agreement with the Westshore Council of Governments <br />("WCOG") and Emergency Services Consulting International, Ina ("ESCI") to provide <br />consulting services in order to develop a cooperative agreement for the consolidation of <br />fire services; and <br />WHEREAS, the Mayor entered into such an agreement with WCOG and ESCI, <br />and ESCI has following its consultation produced a report to the WCOG regarding the <br />development of a cooperative agreement for the consolidation of fire services; and <br />WHEREAS, the WCOG communities, among them Lakewood, have now identi- <br />fied aneed for ESCI to provide facilitation of the follow-up discussions related to imple- <br />mentation of shared fire services; and <br />WHEREAS, the WCOG maintains reserves that would permit the follow-up con- <br />sultation to be conducted at no additional cost to the City of Lakewood; and <br />WHEREAS, this Council by a cote of at least five (5) members thereof deter- <br />mines that this ordinance is an emergency measure; that this ordinance shall take effect at <br />the earliest date possible as set forth in Article III, Sections 10 and 13 of the Second <br />Amended Charter of the City of Lakewood; and that it is necessary for the immediate <br />preservation of the public property, health and safety and to provide for the usual daily <br />operation of municipal departments, in that this agreement is necessary to move forward <br />expeditiously with the consultancy services; now, therefore <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD. STATE OF OHIO: <br />Section 1. The Mayor is hereby authorized to enter into an agreement with the <br />Westshore Council of Governments ("WCOG") and Emergency Services Consulting In- <br />ternational, Inc., an Oregon corporation ("ESCI"), located at 249 Normandy Road, <br />Mooresville, North Carolina, to provide consulting services in order to facilitate planning <br />and implementation meetings for the consolidation of fire services according to the scope <br />of work identified in the document attached hereto as Exhibit A, said work not to exceed <br />Ten Thousand Dollars ($10,000.00). <br />
