PLACED ON:_15T READING & REFERRED TO THE PUBLIC <br />SAFETY COMMITTEE 5/16/11, 2ND READING 6/6/11, <br />SUBSTITUTED 6/20/11. <br />ORDINANCE NO. 23-11 BY; ~~ Anderson, Bullock, Juris, <br />Madigan, Nowlin, Smith. <br />AN ORDINANCE modifying Section 313.02(f) of the Lakewood Codified Ordinances to <br />establishing 25 miles-per-hour speed limits for Athens and Delaware Avenues consistent with <br />other neighborhood streets. <br />WHEREAS, Section 313.02 of the Lakewood Codified Ordinances currently classifies <br />both Athens and Delaware Avenues as through streets or highways, whereby both streets <br />currently receive a speed limit designation of 35 miles-per-hour; and <br />WHEREAS, Lakewood prides itself on being afamily-friendly, walkable city; and <br />WHEREAS, cut-through speeding is nevertheless a chronic problem in many Lakewood <br />neighborhoods, including those near Athens and Delaware Avenues; and <br />WHEREAS, the City can help the Lakewood Police Department enforce safe traffic <br />speeds by providing them with an array of enforcement tools, chief of which are speed limits <br />appropriate to neighborhood streets; and <br />WHEREAS, pursuant to the Constitution of the State of Ohio and the Ohio Revised <br />Code, municipalities have the power to enact laws that are for the health, safety, welfare, comfort <br />and peace of the citizens of the municipality; now, therefore ~ . - <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. Section 313.02(f) of the Lakewood Codified Ordinances, currently reading <br />as follows: <br />313.02 THROUGH STREETS; STOP SIGNS AND INTERSECTIONS. <br />(f) Pursuant to authority of subsection (b) hereof and Ohio R. C. 4511.65, the <br />following streets situated in residence districts are hereby declared not to be through <br />streets or highways provided stop signs, yield signs or other official traffic control <br />devices are erected at an intersecting street: <br />Bunts Road from Clifton Boulevard to Lakewood Heights Boulevard; Warren Road <br />from Clifton Boulevard to Lakewood Heights Boulevard and Woodward Avenue from <br />Detroit Avenue to Fisher Road, <br />shall be and hereby is amended to read as follows: <br />313.02 THROUGH STREETS; STOP SIGNS AND INTERSECTIONS. <br />(f) Pursuant to authority of subsection (b) hereof and Ohio R. C. 4511,65, the <br />following streets situated in residence districts are hereby declared not to be through <br />
