Placed on first reading and <br />referred to Finance Committee <br />11/19/12, second reading 12/3/12. <br />Please substitute for the original. <br />ORDINANCE NO. 66-12 BY: Anderson, Bullock, Juris, <br />Madigan, Nowlin, Powers, <br />Smith. <br />AN ORDINANCE to take effect immediately provided it receives the <br />affirmative vote of at least five (5) members of Couricil, or otherwise to take effect and be <br />in force after the earliest period allowed by law, to establish appropriations for current <br />expenses and other expenditures of the City of Lakewood, State of Ohio, for the fiscal <br />year ending December 31, 2012. <br />WHEREAS, this Council by a vote of at least five (5) of its members determines <br />that this ordinance is an emergency measure, and that this ordinance shall take effect at <br />the earliest date possible as set forth in Article III, Sections 10 and 13 of the Second <br />Amended Charter of the City of Lakewood, and that it is necessary for the immediate <br />preservation of the public peace, property, health and safety, and to provide for the usual <br />daily operation of municipal departments in that in order to provide for the usual daily <br />operation of the City in that the City must record all fmancial transactions within the <br />appropriate fiscal period. Now therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO <br />Section 1. That to provide for the personal services and other appropriations <br />of the City of Lakewood for the fiscal year ending December 31, 2012, the sums <br />summarized on the attached Exhibit A, incorporated herein by reference, are hereby <br />appropriated and authorized for encumbrance and/or expenditure as provided herein. <br />Section 2. That further all existing encumbrances in all funds of the City of <br />Lakewood shall be carried forward. <br />Section 3. The approval of the Municipal Court Budget includes approval of <br />any amendment to the salaries of the Clerk of Court and the Probation Officer in <br />accordance with Sections 1901.31 and 1901.33 of the Ohio Revised Code. <br />Section 4. That all expenditures hereinbefore autholized and to the amount <br />authorized shall be made in accordance with the line items of Exhibit B as adopted by the <br />Council of the City of Lakewood and made a part hereof, and that any disbursements <br />within any line item set forth in Exhibit B may be paid out of the appropriation. <br />Section 5. That any amount encumbered in a year prior to fiscal year 2012 in <br />any and all funds of the City of Lakewood are hereby appropriated for the purpose of <br />expenditure in 2012 or thereafter. <br />
