Please substitute <br />for the original. <br />ORDINANCE NO. 29-13 BY: Anderson, Bullock, Juris, Madigan, <br />Nowlin, Powers, Smith. <br />AN ORDINANCE to take effect immediately provided it receives the affirmative vote of <br />at least five members of Council, or otherwise to take effect and be in force after the earliest <br />period allowed by law, amending Section 557.04, Permit and Application, of the Codified <br />Ordinances of the City of Lakewood to allow the Director of Public Safety to set the deadline for <br />special event permit applications. <br />WHEREAS, the administration is attempting to better manage assets necessary to support <br />special events within the City of Lakewood; and <br />WHEREAS, currently the ordinance provides a minimum 45 -day application period; and <br />WHEREAS, the City can better schedule resources to support such events and ensure that <br />resources necessary for the operation of the City of Lakewood are not diverted from City <br />operations if the application period can be modified as necessary; and <br />WHEREAS, this Council by a vote of at least five of its members determines that this <br />ordinance is an emergency measure, and that this ordinance shall take effect at the earliest date <br />possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City <br />of Lakewood, and that it is necessary for the immediate preservation of the public peace, <br />property, health and safety, and to provide for the usual daily operation of municipal <br />departments, in that this application deadline should be modified to allow as much notice as <br />possible to returning event coordinators; now, therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. Section 557.04, Permit and Application, of the Codified Ordinances of the <br />City of Lakewood, currently reading as follows: <br />557.04 PERMIT AND APPLICATION. <br />(a) Except for parades or special events sponsored by the City including, but <br />not limited to, holiday parades, block parties, commemorations, social <br />gatherings, tours and similar events, no person or organization shall sponsor <br />or conduct a parade or special event without fast obtaining a permit from <br />the Director of Public Safety or his or her designee. The application for <br />such a permit shall be filed with the Director or designee not less than 45 <br />days prior to the parade or special event, and shall contain such information <br />required by the Director. <br />(b) The Director of Public Safety or his or her designee shall forward the <br />application to the Director of Public Works for review and comment on the <br />proposed route or special event.
