PLACED ON 1ST READING & REFERRED TO THE <br />HOUSING COMMITTEE 10/7/13. <br />PLACED ON 2ND READING 10/21/13. <br />ORDINANCE NO. 30 -13 BY: Anderson, Bullock, Juris, Madigan, <br />Nowlin, Powers, Smith. <br />AN ORDINANCE to take effect immediately provided it receives the affirmative vote of <br />at least five members of Council, or otherwise to take effect and be in force after the earliest <br />period allowed by law, authorizing and directing the Director of Planning and Development to <br />convey by deed certain parcels of property that are no longer necessary for any public interest <br />and the sale of which will further the public interest of the City of Lakewood. <br />WHEREAS, the City is the owner of several small parcels of real property located <br />throughout the City of Lakewood; and <br />WHEREAS, the parcels have historically been foreclosed upon, sold at sheriff sale, and <br />then gone back into foreclosure due to the very small size of the lots; and <br />WHEREAS, this Council has previously authorized the sale of many of these parcels, <br />however, the City of Lakewood has obtained title to an additional parcel; and <br />WHEREAS, in an attempt to end the foreclosure cycle and the lack of taxes being paid <br />on these very small parcels of property, the City of Lakewood would like to approach abutting <br />property owners with the intent to sell the properties so that they can be consolidated with the <br />abutting parcel; and <br />WHEREAS, each of these parcels are very small strips of property or unbuildable lots <br />that are of no real value on their own; and <br />WHERAS, this Council by a vote of at least five of its members determines that this <br />ordinance is an emergency measure, and that this ordinance shall take effect at the earliest date <br />possible as set forth in Article I1I, Sections 10 and 13 of the Second Amended Charter of the City <br />of Lakewood, and that it is necessary for the immediate preservation of the public property, <br />health and safety, and to provide for the usual daily operation of municipal department in that <br />this property should be conveyed in a timely manner to remove it from the property inventory of <br />the City of Lakewood; now, therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Director of Planning and Development may execute a deed transferring <br />the following property, after obtaining approval from the Board of Control of the sale price, <br />without further action of Council: <br />STREET PERMANENT PARCEL NO. PROPERTY TYPE <br />Plover 315 -22 -086 Vacant Land <br />Section 2. The parcel listed above is no longer necessary for any public purpose; the sale <br />of this parcel is in the best interest of the City and furthers the interests of the City. <br />
