Placed on 1st reading and <br />referred to Finance 11/19/18; 2nd <br />reading 12/3/18 <br />Anderson, Bullock, George, Litten <br />ORDINANCE NO. 52 -18 By: O'Leary, O'Malley, Rader <br />AN ORDINANCE to take effect immediately provided it receives the affirmative <br />vote of at least two thirds of the members of Council, or otherwise to take effect and be in <br />force at the earliest period allowed by law, and authorizing the Mayor (Director of Public <br />Safety), the Director of Public Works, the.Director of Law, the Director of Finance, and /or <br />the Purchasing Manager to enter into contracts for Memberships as authorized by the 2019 <br />Appropriation Ordinance and the Administrative Code of the City of Lakewood, contracts <br />not to exceed $80,000 without separate Ordinance of Council. <br />WHEREAS, this Council desires to provide the authorization to the Mayor <br />(Director of Public Safety), the Director of Public Works, the Director of Law, the Director <br />of Finance, and /or the Purchasing Manager to enter into contracts for Memberships as <br />authorized by the 2019 Appropriation Ordinance and the Administrative Code of the City <br />of Lakewood as otherwise provided by law, and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City <br />of Lakewood, this Council by a vote of at least two thirds of its members determines that <br />this ordinance is an emergency measure and that it shall take effect immediately, and that it <br />is necessary for the immediate preservation of the public property, health, and safety and to <br />provide for the usual daily operation of municipal departments in that delay could impair <br />the City's ability to provide necessary services in a timely manner for fiscal year 2019; <br />now, therefore <br />C •'t• t • ••t • t <br />Section 1. That the Mayor (Director of Public Safety), the Director of Public <br />Works, the Director of Law, the Director of Finance, and /or the Purchasing Manager be <br />and are hereby authorized and directed to enter into contracts with organizations for the <br />following memberships, contracts not to exceed $80,000, except as hereinafter provided: <br />American Association of Police Polygraphists (AAPP) <br />American Institute of Certified Planners (AICP) <br />American Payroll Association (APA) <br />American Planning Association (APA) <br />American Polygraph Association (APA) <br />American Public Works Association (APWA) <br />American Society for Industrial Security (ASIS) <br />American Society of Civil Engineers (ASCE) <br />American Society of Sanitary Engineers (ASSE) <br />American Water Works Association (AWWA) <br />Association of Public Treasurers of the US & Canada (APTUSC) <br />Building Officials Conference of Northeastern Ohio (B OCONEO) <br />Central Ohio Organization of Public Purchasers (CO -OPP) <br />Crisis Intervention Team International (CIT International) <br />Cuyahoga Animal Wardens Society (CAWS) <br />
