RESOLUTION NO. 3793 <br /> <br />BY: Messrs. <br /> <br />Fahrenbach, Gaydos, <br />Oottermeyer, Ward, <br />Chockley. <br /> <br /> To memorialize the General Assembly of Ohio to consider <br />the advantages of maintaining City Health Districts in Metro- <br />politan Communities° <br /> <br /> WHEREAS, House Bill No. 575, as amended, would permit <br />combining all City Health Districts and the General Health Dis- <br />trict of Cuyahoga County into a single County Health District <br />by a simple majority vote in the County, and <br /> <br /> ~EREAS, House Bill No. 575, as amended, would provide <br />that taxes could be levied county-wide for the operation of such <br />County Health District, and <br /> <br /> ~EREAS, the appointment of a board by a board, as pro- <br />vided, is a negation of public responsibility, and <br /> <br /> WHEREAS, the establishment of a County Board of Health <br />as provided would reduce service in each area to the level <br />possible in the entire County, and <br /> <br /> WHEREAS, the establishment of a County Board of Health <br />would weaken the structure of every city government in Cuyahoga <br />County, and <br /> <br /> P~EREAS, the public health needs of each city can best <br />be determined by the legislative authority of the city, and <br /> <br /> WHEREAS, the City Health District of the City of <br />Lakewood presently serves the needs of the people of this City <br />with greater effectiveness and with lower costs than would a <br />County Health District~ Now, Therefore, <br /> <br /> Be it resolved by the Council of the City of Lakewood, <br />State of Ohio: <br /> <br /> Section 1. This Council opposes those provisions of <br />House Bill 575, as amended, which would permit the establish- <br />ment of a County Health District, unless the authority to main- <br />tain a City Health District financed by local taxation is pre- <br />served, and opposes those provisions that would permit the im- <br />position of taxes on our citizens for services that would not <br />be needed, wanted, or used by them. <br /> <br /> Section 2. The Clerk of Council is directed to trans- <br />mit copies of this resolution immediately to the following <br />members of the Generel Assembly of Ohio: The Speaker of the <br />House of Representatives, the Chairman and members of the Rules <br />Committee of the House of Representatives, the President Pre <br />Tem of the Senate, and the members elected from Cuyahoga County. <br /> <br />Passed: May 20. 1957 <br /> <br />Approved <br /> <br />,(s), H.
