Gsydos. ~ottermeyer, <br /> Ward, F~hrenbach. <br /> <br /> AN EMERGENCY RESOLL~ION memqrializing the ~ongress of the United <br />States to enact into Law H.R. 7576 relating to Civil Defense. <br /> <br /> ~EREAS, the civil defense of the Nation should be aimed at de- <br />veloping within all echelons of government, Federal, State and local, <br />a capacity for leadership by government and a capacity for swift action <br />by such governments to meet the need created by any emergency, and <br /> <br /> ;~LEREAS, the new ~imensions of radioactive fallout demand amore <br />closely knit ~ationwide civil defense eystem to predict, monitor and <br />report ouch fallout, and <br /> <br /> WHEREAS, N.R, 7576 proPOses to increase the responsibility of the <br />Federal ~overnment for the civil defense of the Nation and to provide <br />finamcial assistance to etates and citiee in the equtppi~g of local <br />civil defense units, a~d <br /> WHEREAS, on July 15, 1957 H.R. 7576 was passed ~nanimously by the <br />House of Representativee and is now before the Senate Armed Services <br />Committee, and <br /> <br /> WHEREAS, legislation of the tenor of N.Ro ?576 ie needed badly to <br />make our civil defense effort effective and to overcome widespread <br />public apathy and indifference which presently exists; now therefore,~ <br /> <br /> BE IT RES0LtUED BY THE COUNCIL OF THE CITY OF LAXEWOOD, STATE OF <br />OHIO: <br /> <br /> Section 1. That the Congress of the United States be and it hereby <br />is memorialized to enact into law H.R. 7576 so ss to modernize and make <br />effective the civil defense efforts of the Nation. <br /> <br /> Section 2. That the Clerk of Council be and he hereby is requested <br />to transmit a copy of this resolution to Senator Frank J. Lausche and <br />Senator John W. Bricker. <br /> <br /> Section 3. That this resolution is hereby declared to he an emer- <br />gency measure and, provided it receives the affirmative vote of two- <br />thirds of all members elected to Council, it shall take effect and bein <br />force immediately upon its adoption and approval by the ~yor, otherwise, <br />it shall take effect and be in force from and after the earliest period <br />allowed by law. <br /> <br />Adopted: July 21. 1958 <br /> <br />Thomas C. ~ard <br /> P~esiden~ <br /> <br />Approved: July 22. 1958 <br /> <br />~.
