City of L~kewood, Ohio. herein called the "Applicant", after thorough consideration of the various aspects ef the problem and study of available data has hereby determined that the construction of certaim public werks~ generally described as, the reoomstrmction amd expamsion of the sewage ~sposal plant, is desirable an~ in the public interest amd to that end it is necessary that action preliminary to the ¢onstruotlon of said works be taken immediately; and ~TEREAS, Under the terms of Public Law 560,83rd ¢,ngress,. as amended, the United States ef America has amthorized the making of advances te public bodies to aid in financing the cost of engineering amd architeotaral, smrveys, designs, plans, working drawings, spec~fioa- tions or other action p~eliminary to and in preparation for the oen- struction of public works; amd EEREAS~ The Applicant has examined and dmly considered such Act and the Applicant considers it to be in the public imterest and te its bemefit to file an applioation mmder said Aot and te authorize other action in cennec$ion therewith; now, therefore, BE IT RESOLVED BY THE ¢OUNGIL OF THE OITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the construction o£ said publio works is essential to an~ is te the ~est interests of the Applicant, and te the end that such public worEs may he'Provided as promptly as practicable it is desirable that action preliminary to the construction thereof be m~dertaken immediately. Section 2. That the Director of ~blic Works be hereby au- thorized to file im behalf of th® Applicant an application (i~ form re~uired by the United States and in confermity with sam~ A¢~)for an advance to be made by the United States to the Applioant to aid in defraying the cost of plan preparation for the above described public works, which shall consist generally of reconstructing and expanding the sewage disposal plant. Section 3. That if such advanoe be made, the Applioant shall provide er make necessary arrangements to provide such funds, in ad- ~tion to the advam~e, as may be required to defray the cost of ~he plan preparation ef such public works. Sectiom 4. The said Director ef Publio Works is hereby au- thorized to f~nish such information and Sake such other action as may be necessary te enable the Applicant to ~umlify for the advance. Section 5. That the officer designated in the preceding para- graph is hereby ~esignated as the authorized representative of the Applicant for the p~rpose of f~rnishing to the Unite~ States smch formation, data, and documents pertaining to the application for an advance as may be re~mired$ and otherwise to act as the authorized representative of the Applicant in connectien with this application. Section 6. That certified copies of this resolution be cluded as part ef the application for an advance to be submitted to the United States.
