RESOLUTION NO. BY: <br /> <br /> AN EMERGENCY RESOLUTION declaring the opposition of Council to the in- <br />stallation of traffic control devices which violate sound principles of traffic <br />engineering~ and calling upon the Mayor as director of Public Safety to recon- <br />sider the necessity of the traffic signal light installed at the intersection <br />of Edwards and Detroit Avenues in the City of Lakewood, Ohio. <br /> <br /> WHEREAS, a traffic signal light has been installed at the intersection <br />of Edwards and Detroit Avenues in response to an order issued by the Mayor as <br />Director of Public Safety, and <br /> <br /> WHEREAS, said installation was authorized without making request to the <br /> Department of Police for a traffic survey, without consulting the Ward Council- <br /> man or Council's Committee on Traffic and Safety, without the advice and counsel <br /> of a qualified traffic engineer, and in direct contravention of recommendations <br /> made in 1961 by traffic engineers of the Cleveland Safety Council, and <br /> <br /> WHEREAS, the indiscriminate erection of traffic signal lights in response <br />to individual complaints or pressure groups may tend to create or intensify the <br />hazards of modern traffic unless such lights are erected as the result of a <br />thorough analysis of facts and circumstances gathered and evaluated by trained <br />experts on the basis of established scientific data; now, therefore, <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Department of Police is hereby requested to make <br />a complete traffic survey of the intersection at Edwards and Detroit ~menuesi; <br /> <br /> Section 2. That the Mayor as Director of Public Safety is hereby urged <br />to order that the traffic signal light at said intersection remain inoperative <br />until such a survey can be completed; <br /> <br /> Section 3. That upon completion of such survey the traffic signal light <br />be removed unless demonstrated by the survey to be clearly necessary and war~ <br />ranted in accordance with recognized standards of traffic engineering as set <br />forth in the Ohio Manual of U~iform Traffic Control Devices; <br /> <br /> Section 4. That the Mayor as Director of Public Safety is hereby urged <br />to return to the former policy of securing a traffic survey and consulting <br />Council for full discussion of each request for traffic signal lights before <br />ordering the installation of same. <br /> <br /> Section 5. That this resolution is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives <br />the affirmative vote of two-thirds of all members elected to Council, it shall <br />take effect and be in force irmnediately upon its adoption and approval by the <br />Mayor. <br /> <br />Adopted: <br /> <br />President <br /> <br />Approved: <br /> <br />Clerk <br /> <br />Mayor <br /> <br /> <br />
