RESOLUTION NO. 4187 BY: Messrs. Gaydos, Hu£fman, Lawther, Usher, Wendling, Williamson, AN EMERGENCY RESOLUTION authorizing and directing the Mayor to enter into a contract Or contracts for the printing of the City of Lakewood 1962 Annual Report. WHEreAS, This Council deems it necessary that the 1962 Annual Report for the City of Lakewood, previously approved by this council on August 14, 1962, be printed and ready for publication on or about January 1, ~ and, WHEREAS, The present newspaper strike has made it impossible for the City to comply with the statutory requirements of advertis- ing in a newspaper as defined in Section 7.11 of the Ohio Revised Code, and, WHEREAS, The said Annual Report is designed to stimulate interest in the City of Lakewood and to enhance its economic growth, and, WHEREAS, This resolution constitutes an emergency measure providing for the immediate preservation of the public peace,property, health and safety, and in that it provides for the usual daily oper- ation of a municipal department~ now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor be and he is hereby authorized and directed to enter into a contract or contracts for the printing of the City of Lakewood 1962 Annual Report, such report having been previously approved by this Council on August 14, 1962, without the necessity of advertising as required by law. The Mayor shall solicit competitive bids and the contract shall be awarded to the lowest and best bidder. Section 2. This resobution is declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
