RESOLUTION NO. 4815 <br /> <br />BY: Messrs. Ward, Gaydos, Graber, <br /> Huffman, Usher <br /> <br /> AN E}~RGENCY RESOLUTION authorizing the Director df Public WOrks to <br />employ the services of the Dover Elevator Company to re~azr the elevator in <br />theLakewood Hospital parking garage without c~mpetitive bidding. <br /> <br /> WHEREAS, On or about February 11, 1971, ~he Dover Elevator Company <br />started exploratory operations to determine why the elevator at the hospital <br />parking garage lost all of its oil, and <br /> <br /> WHEREAS, Thereafter it was then discovered that the only way to repair <br />the elevator was to replace the casing and piston, and, <br /> <br /> WHEREAS, Immediate replacement of the casing and piston is mandatory, <br />and, <br /> <br /> WHEREAS, The exigencies of the situation demand that replacement be <br />made forthwith, and, <br /> <br /> WHEREAS, The City does not have the necessary equipment and manpower <br />to perform the replacement, and, <br /> <br /> WHEREAS, A delay in order to comply with the competitive bidding re- <br />quirement of the Charter of the City of Lakewood, will be dangerous to the <br />health, safety, and welfare of the citizens of Lakewood, and, <br /> <br /> WHEREAS, This resolution constitutes an emergency in that it provides <br />for the immediate preservation of the public health, safety, welfare and <br />property and provides for the usual daily operation of a municipal department, <br />mow, therefore, <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OK LAKEWOOD, STATE OF 0HIO: <br /> <br /> Section 1. That the Director of Public Works be and he is hereby <br />~authorized to engage the Dover Elevator Company to repair the hydraulic <br />elevator in the Lakewood Hospital. Rarking garage without complying with the <br />competitive bidding requirements of Article V~ Section 3 of the Charter of <br />the City of Lakewood. <br /> <br /> Section 2. That the Director of Finance is hereby authorized and <br />directed to pay to the Dover Elevator Company for materials and labor neces- <br />sary to make the repairs to the Lakewood Hospital parking garage elevator <br />an 8mount not toexceed $4,200.00, said sum to be charged to the Parking <br />Garage Hospital Appropriation. <br /> <br /> Section 3. That this resolution is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives <br />the affirmative vote of two-thirds of all members elected to Council it shall <br />take effect and be in force irmnediately upon its adoption and approval by the <br />Mayor.
