RESOLUTION NO. 4903 BY: Messrs. Graber, Magnotlto, McBride, Usher, Wendling, Werner, Brockman AN EMERGENCY RESOLUTION approving participation by Lakewood SeniOr Citizens, In~. in the Federal Rent Supplement Program for property located at 14300. Detroit Avenue, Lakewood, Ohio, and known as Westerly III. WHEREAS, under the provisions of Section 101 of the Housing and Urban Development Act of 1965, the Secretary of Housing and Urban Development is aUthorized to enter into contracts to make rent supplement payments to certain qualified housing owners on ~ehalf of qualified low-income families who are elderly, handicapped, dis- placed, victims of natural disaster, or occupants of the substandard housing; and WHEREAS, the provisions of said Section 101 cannot be made avail'able to housing owners in certain localities unless the g~verning body of the loealt!ty has by resolution given approval for such participation in the Federal Rent Supplement Program, and WHEREAS, since July 1963, Lakewood Senior Citizens, Inc., a nonCprofit corporation which owns and operates the Westerly Apartments in the City of Lakewood, has provided the senior citizens of this con~nunity a worthwhile service by making available quality housing for the elderly, and WHEREAS, Lakewood Seni~ Citizens, Inc. has earned recognition from national agencies as a most successful and model example of a non-profit group in providing housing for the elderly, and WHEREAS, the group facilities of the Barton Center, Inc., a non-profit charitable organiza~ on are located in the Westerly Apartments and provide a community center for senior citizens residing in the West shore Area, and WHEREAS, Lakewood Senior Citizens, Inc. has applied to the Federal Housing Administration for an insured mortgage loan under Section 236 of the National Housing Act of 1968 and has requested this Council for approval of its participation as required by law~ and WHEREAS, this resolution constitutes an emergency measure providing for the i~mnediate preservation of the public health, safety and welfare, now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1o That approval is hereby granted for participation in the Federal Rent Supplement Program by Lakewood Senior Citizens, Inc. for property located at 14300 Detroit Avenue, Lakewood, Ohio and known as the Westerly III under the sponsorship of the Lakewood Jaycees, said participation not to exceed twenty percent (20%) of the total number of rental units of Westerly III. Section 2. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof, and providing it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayoro ~ayO1~
