Graber, Magnotlto, McBride, <br /> Usher, Wendling, Werner, Brockman <br /> AN EMERGENCY RESOLUTION approving participation by Lakewood SeniOr <br />Citizens, In~. in the Federal Rent Supplement Program for property located at 14300. <br />Detroit Avenue, Lakewood, Ohio, and known as Westerly III. <br /> WHEREAS, under the provisions of Section 101 of the Housing and Urban <br />Development Act of 1965, the Secretary of Housing and Urban Development is aUthorized <br />to enter into contracts to make rent supplement payments to certain qualified housing <br />owners on ~ehalf of qualified low-income families who are elderly, handicapped, dis- <br />placed, victims of natural disaster, or occupants of the substandard housing; and <br /> WHEREAS, the provisions of said Section 101 cannot be made avail'able to <br />housing owners in certain localities unless the g~verning body of the loealt!ty has <br />by resolution given approval for such participation in the Federal Rent Supplement <br />Program, and <br /> WHEREAS, since July 1963, Lakewood Senior Citizens, Inc., a nonCprofit <br /> corporation which owns and operates the Westerly Apartments in the City of Lakewood, <br /> has provided the senior citizens of this con~nunity a worthwhile service by making <br /> available quality housing for the elderly, and <br /> WHEREAS, Lakewood Seni~ Citizens, Inc. has earned recognition from <br /> national agencies as a most successful and model example of a non-profit group in <br /> providing housing for the elderly, and <br /> WHEREAS, the group facilities of the Barton Center, Inc., a non-profit <br /> charitable organiza~ on are located in the Westerly Apartments and provide a <br /> community center for senior citizens residing in the West shore Area, and <br /> WHEREAS, Lakewood Senior Citizens, Inc. has applied to the Federal <br /> Housing Administration for an insured mortgage loan under Section 236 of the National <br /> Housing Act of 1968 and has requested this Council for approval of its participation <br /> as required by law~ and <br /> WHEREAS, this resolution constitutes an emergency measure providing for <br /> the i~mnediate preservation of the public health, safety and welfare, now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> Section 1o That approval is hereby granted for participation in the <br /> Federal Rent Supplement Program by Lakewood Senior Citizens, Inc. for property <br /> located at 14300 Detroit Avenue, Lakewood, Ohio and known as the Westerly III under <br /> the sponsorship of the Lakewood Jaycees, said participation not to exceed twenty <br /> percent (20%) of the total number of rental units of Westerly III. <br /> Section 2. That this resolution is hereby declared to be an emergency <br /> measure for the reasons stated in the preamble hereof, and providing it receives <br /> the affirmative vote of two-thirds of all members elected to Council, it shall <br /> take effect and be in force immediately upon its adoption and approval by the Mayoro <br /> <br /> ~ayO1~ <br /> <br /> <br />
