RESOLUTION NO. 4925 BY: Messrs. McBride, Usher, Wendli~ <br /> Werner, Brockman, Graber, <br /> Magnotto <br /> AN EMERGENCY RESOLUTION urging the Governor of the State of Ohio and <br />the Ohio Department of Highways to expedite the acquiring of the necessary rights- <br />off, ay to effect the completion of Interstate 90 without further delay° <br /> <br /> WHEREAS, during the year 1966, one hundred and eighty-four tax paying <br />parcels were removed from the tax duplicate of the City of Lakewood to facilitate <br />the construction of Interstate 90 which has resulted in a substantial loss of <br />tax review to the City of Lakewood since that date, and <br /> <br /> WHEREAS, although that portion of Interstate 90 within the City of <br />Lakewood has been completed, there has been~little or no progress made toward the <br />completion of said highway immediately to the east and west of the aforesaid completed <br />portion making that portion within the City completely unusable for vehicular <br />traffic, and <br /> <br /> WHEREAS, such delay has been caused primarily by the failure of the Ohio <br />Department of Highways to acquire the rights-of-way necessary to complete the <br />construction of Interstate 90, and <br /> <br /> WHEREAS, such continued delay causes great inconvenience to the citizens <br />of the City of Lakewood and the vacated rights-of-way serve as a dumping ground <br />for junk and litter, and <br /> <br /> WHEREAS, the City of Lakewood not only continues to lose considerable <br />revenue but also continues to be denied the advantages of a completed throughway <br />all to the substantial detriment, not only to the residents of the City of Lakewood <br />but also to all the citizens of Northeastern Ohio, and <br /> <br /> WHEREAS, this Council desires to do all in its power to effect the <br />completion of those portions of Interstate 90 situated immediately to the east and <br />west of the City of Lakewood, and <br /> <br /> WHEREAS, this resolution constitutes an emergency measure in that the <br />immediate completion of Interstate 90 is necessary for the orderly development and <br />flow of traffic through the City of Lakewood, now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHI0: <br /> <br /> Section 1. That the Council of the City of Lakewood, for and on behalf <br />of the citizens of Lakewood, Ohio, strongly urges the Governor of the State of Ohio, <br />the Ohio Department of Highways and all other responsible officials to expedite the <br />acquiring of the necessary rights-o~way and take whatever steps are necessary to <br />effect the completion of Interstate 90 without further delay. <br /> <br /> Section 2. That the Clerk of Council be and she is hereby authorized and <br />directed to forward a certified copy of this resolution to John J. Gilligan, Governor <br />of the State of Ohio, J. Phillip Richley, Director, Ohio Department of Highways, <br />United States Senator William B. Saxbe, United States Senator Robert Taft, Jr., <br />United States Representative William Minshall and to those responsible Federal and <br />State officials charged with the construction of interstate highways. <br /> <br /> Section 3. That this resolution is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives the <br />affirmative vote of all members elected to Council, it shall take effect and be in <br />force immediately upon its adoption and approval by the Mayor. <br /> <br />~.l~yor <br /> <br /> <br />
