Sinagra, Usher, Werner. <br /> RESOLUTION NO. 4961 BY: Brockmae, Graber, Magnotto, <br /> McBride <br /> <br /> AN EMERGENCY RESOLUTION authorizing and directing the Mayor of the <br />City of Lakewood to negotiate a contract with Koster and Associates, the Arcade, <br />Cleveland, Ohio for feasibility studies, preliminary construction drawings, plans, <br />specifications, cost estimates and financial feasibility for construction or re- <br />construction of the Winterhurst recreational facility. <br /> <br /> WHEREAS, Winterhurst Ice Rink represents an item of substantial cost to <br />the City over the years notwithstanding the fact that it has rendered an important <br />recreational service to residents of all ages,, and <br /> <br /> WHEREAS, this Council is of the opinion that a feasibility study of the <br />Winterhurest Ice Rink and/or for the construction of an entirely new ice rink <br />facility in the City of Lakewood should be made at the earliest possible time, and <br /> <br /> WHEREAS, this resolution constitutes an emergency measure in that it <br />provides for the immediate preservation of the public health and welfare and for <br />the usual daily operation of a municipal department, now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Mayor of the City of Lakewood be and he is hereby <br /> authorized and directed to negotiat~ a contract with Koster and Associates, the <br /> Arcade, Cleveland, Ohio, for feasibility studies, preliminary construction draw- <br /> ings, plans, specifications, cost estimates and financial feasibility for the <br /> construction or reconstruction of the Winterhurst recreational facility including <br /> possible alternate sites. The cost of said f~asihtlity study is not to exceed <br /> the sum of Six Thousand Dollars ($6,000.00). <br /> <br /> Section 2. Funds required for the purposes set forth in Section 1 hereof <br />are hereby appropriated from the General Operating Fund, subject to repayment from <br />the improvement fund when and if this Council determines to proceed with this project. <br /> <br /> Section 3.
