RESOLUTION NO.: 5033 BY: Messrs. Chinnock, Magnotto, McBride, Sinagra, Usher, Brockman AN EMERGENCY ,RESOLUTION authorizing and directing the Director of Public Works to enter into contract for the purchase and installation of one, 10,000 gallon underground fuel storage tank at the Waste Water Treatment Plant with the lowest and best bidder or bidders after adver- tisement according to law. WHEREAS, this resolution constitutes an emergency measure providing for the usual daily operation of a municipal department and for the immediate preservation of the public health, safety and welfare, and, WHEREAS, the City of Lakewood has been ordered by Federal and State EPA's to increase the amount of dried sludge processed, in order to qualify for a permit to operate the Waste Water Treatment Plant, and, WHEREAS, in order to comply with this request, it will be neces- sary to operate the sludge drier for 16 hours a day rather than the 8 hours a day.it now runs, and, WHEREAS, operating the sludge drier 16 hours a day will double the use of heating fuel, and, WHEREAS, present fuel storage capacity is only 5,000 gallons, now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Director of Public Works is hereby authorized and directed to enter into a contract for the purchase and installation of ~ 10,000 gallon fuel storage tank with the lowest and best bidder after advertisement according to law. Section 2. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and pro- vided it receives the affirmative vote of two-thirds of all members elected to Council, it shall be deemed to be in effect upon its adoption and approval by the Mayor.
