PJ~SOLUTION NO.: 5456 BY: Salmon, Wendling, Brown, Chinnock, <br /> 0~aham, McBride <br /> <br /> AN EMERGENCY RESOLUTION authorizing and directing the Director of <br />Public Works to enter into a contract with the lowest and best bidder after <br />advertisement according to law, for accepting and disposing of liquid sludge <br />from the City of Lakewood Wastewater Treatment Plant by tank truck hauling <br />for a period of one ~ two. or three years. <br /> <br /> WHEREAS, the Federal Environmental Protection Agency license for <br />the City of Lakewood Wastewater Treatment Plant requires the removal of <br />phosphate from the plant effluent to a level of one milligram per liter, and, <br /> <br /> WHEREAS, the chemical treatment required to ~emove phosphate to the <br />levels required by the license increases the amount oflsludge in the plant, and, <br /> <br /> WHEP~EAS, the present sludge removal equipment at the plant is not <br />adequate to provide the necessary additional volume oflsludge removal, and, <br /> <br /> WHEREAS, this resolution constitutes an emergency measure providing <br />for the immediate preservation of the public health and for the usual daily <br />operation of a municipal department; now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF 'LAREWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Director of Public Works be and he is hereby <br />authorized to enter into a contract for accepting and disposing of liquid <br />sludge from the City of Lakewood Wastewater Treatment ~lant by tank truck <br />hauling for a period of on~ two or three years with the lowest and best bidder after <br />advertisement according to law. <br /> <br /> Section 2. That this resolution is hereby declared to be an emergency <br />measure for the reasons stated in the preambl~ hereof and provided it receives <br />the affirmative vote of two-thirds of all members elected to Council, it shall <br />take effect and be in force immediately upon its adoption and approval by the <br />Mayor. <br /> <br />ent <br /> <br /> Clerk <br /> <br />/~ayor <br /> <br /> <br />
