<br /> AN EMERGENCY RESOLUTION declaring the necessitylof an election on
<br />the question of approving the passage of an ordinance amending Sections 128.0501,
<br />128.1302, 128.0502 and 128.1902 of Chapter 128'of the Administrative Code of
<br />the Codified Ordinances of the City of Lakewood in order Ko increase the rate of
<br />municipal income tax from 1% to 1.5% per annum, effectivel January 1, 1981, for the
<br />purpose of providing funds for general municipal servicesl.

<br /> WHEREAS, the financial situation of the City oflLakewood warrants the
<br />enactment by the voters of additional municipal income tax so that the City may
<br />be able to meet its increasing operations and continue tolprovide proper services
<br />to citizens, and
<br />
<br /> WHEREAS, pursuant to Section 718.01 of the Ohiol Revised Code, it is
<br />necessary to submit to the electors at the General Electibn to be held on the
<br />4th day of November, 1980, the question of increasing thelrate of municipal
<br />income tax for the City of Lakewood from 1% to 1.5% per annum, ~ffective January 1,
<br />1981, for the purpose of providing funds for general municipal services, and
<br />
<br /> WHEREAS, this resolution consititutes an emergency measure providing
<br />for the usual daily operation of a municipal department and for the further reason
<br />for the inraediate preservation of the public peace, property, health; safety and
<br />welfare of the City and for the further eason that the immediate effectiveness
<br />of this resolution is necessary to provide funds in orderl to adequately carry out
<br />necessary municipal functions, to meet increasing operatihg costs, to prevent the
<br />City from incurring a deficit, to prevent the credit ratihg of the City from
<br />being impaired and to permit the City to meet other financial obligations; now,
<br />therefore,

<br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LA!KEWOOD, STATE OF OHIO:
<br />
<br /> Section 1. That this Council hereby authorizesl and directs the
<br />submission to the electors of the City of Lakewood, Ohio,, at an election to be
<br />held at the usual places of voting in said City on Tuesday, November 4, 1980,
<br />between the hours of 6:30 a.m. to 7:30 p.m. of said day, ~f the question of
<br />approving the passage of an ordinance to maned Sections 1128.0501, 128.1302,
<br />I28.0502 and 128.1902 of Chapter 128 of the Administrativ~ Code of the Codified
<br />Ordinances of the City of Lakewood as established by Ordilnance 73-71 adopted
<br />December 20, 1971, Ordinance 6-75 adopted March 3, 1975 aind Ordinance 34-67
<br />adopted June 19, 1967.

<br /> Section 2. That the proposed ordinance to be siubmitted to the electors
<br />of the City for their approval hereunder shall be as folllows:

<br />of the City of Lakewood to increase the rate of municipal income tax from 1% to
<br />1.5~ per annum, effective January 1, 1981, for the purpose of ~roviding funds
<br />for general municipal services.

<br /> WHEREAS, the financial situation of the City of LakeWood warrants the
<br />enactment by the voters of additional municipal income tax so qhat the City may

<br /> WHEREAS, this ordinance constitutes an emergency measure providing for
<br />the usual daily operation of a municipal department and for the further reason

<br />~elfareof the City and for the further reason that the immediate effectiveness
<br />of this ordinance is necessary to provide funds in order to adequately carry out
<br />necessary municipal functions, to meet increasing operating costs, to prevent the

<br />being impaired and to permit the City to meet other financial Obligations; now,

<br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOB, STATE OF OHIO:

<br /> Section 1. That subject to the approval of the electors of the City of
<br />Lakewood as provided in Section 718.01 of the Ohio Revised Cod~, Section 128.0501
<br />of Chapter 128 of the Administrative Code of the Codified Ordinances now reading
<br />as follows:
