RESOLUTION N0. 5793-83 BY: Brown, Chinnock, Gallagher, Graham, McBride, Salmon, Wendling I AN EMERGENCY RESOLUTION authorizing and directing the Mayor to enter into an agreement with and to adminster and budget Litter Control Grants from the Ohio Department of Natural Resources, Office of Litter Control. WHEREAS, litter is unsightly, unsanitary and creates blighting conditions, and ~ WHEREAS, the Lakewood City Council recognizes the existence of a litter problem within the boundries of the City of Lakewood and the need tp address the programs; and WHEREAS, this resolution constitiutes an emergency measure pro- viding for. the immediate preservation of the public health, safety and welfare and for the further reason that the funds are available. BE IT RESOLVED BY THE COUNCIL OF THE CITY O.F LAKEWOOD, STATE OF OHIO:. Section 1. That the Mayor, on behalf of the City of Lakewood, be and he is hereby authorized and directed to enter Into an agreement with and to budget and adminster all grants recieved from the Ohio Department of Natural Resources., Office of Litter Control allocated from the Litter Control Act of 1980. Section 2. It is found and dertermined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such di~ liberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. Section 3. That this Resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
